San Ramon Police Arrest Guitar Teacher for Lewd Acts With a Child

On Thursday, September 29, 2022, the San Ramon Police Department Patrol Division received information regarding allegations against a male adult who committed lewd and lascivious acts during a child’s guitar lesson at a San Ramon residence.

The case was immediately referred to the San Ramon Police Department Investigations Division. As the day progressed, detectives worked to gather evidence and identify the suspect.

On the afternoon of September 29, San Ramon Police arrested Rex Lee Bell, a 69-year-old resident of Vallejo for the below listed violations:

  • Nine (9) counts of PC 288a: Lewd and Lascivious Acts against a Child under age of 14 years
  • Nine (9) counts of PC 667.6(b); Enhancements for Prior Sex Convictions
  • Two (2) counts of PC 290.95; Sexual Offender Violations

Bell is a registered sex offender and was booked at the Martinez Detention Facility. He remains in custody with bail set at $9,950,000.

Following Bell’s arrest, a search warrant was authorized and conducted by San Ramon Police Department personnel at Bell’s residence in Vallejo, where additional evidence was gathered.

Bell advertises online as the owner and lead instructor of www.guitarconfidence.com, offering private lessons to over 30 cities within the San Francisco Bay Area.

The San Ramon Police Department said they  are concerned there may be additional victims based on Bell’s business practices and his activity with children.
