Concord City Council to Create Working Group for Homeless Strategic Plan

On Tuesday the Concord City Council will consider establishing a working group for its Homeless Strategic Plan in the City of Concord.

The Homeless Strategic Plan (Plan) is intended to guide future City efforts and investments related to responding to the impacts from and the needs of Concord’s unsheltered population, using data and fact based information

The move comes after the City Council set aside $5.4million of one-time funding, to be used for programs and services identified in a Homeless Strategic Plan. That funding came after a survey from city residents where 51.9% of respondents cited homelessness as the most serious issue facing the residents of Concord.

That prompted Concord to set aside $2.4 million in one-time general funds in March to help support the issue. In September, Council allocated an additional $3 million of American Rescue Plan Act funds for a total of $5.4 million of one-time funding available for projects and priorities established in the strategic plan. This funding will also be used to fund the consultant costs associated with development of the plan.

As part of the item, the council will seek to appoint five people as part of the formation of a Council appointed special-purpose Working Group to advise staff, the consultant team, and the Council on the development of the Homeless Strategic Plan.

Working Group Membership

  • Two Concord City Councilmembers
  • One representative with lived experience of being homeless
  • One representative from a nonprofit homeless services provider
  • One representative that is a substance abuse and/or mental health professional
  • One representative that is a Concord resident and property owner
  • One representative from Concord’s business community or an owner of commercial property in Concord

Those interviews would occur on Jan 17 or Jan 25 as well as two councilmembers will serve on the Working Group.

Staff from the Community Development Department and City Manager’s Office will serve as primary support to Council, the Working Group, and the consulting team on the City’s Homeless Strategic Plan development.

Additional staff support to the project, on an as-needed basis, will be provided by

  • A representative from the Concord Police Department, with experience on homeless response
  • A representative from Contra Costa County’s H3 Program (the County’s Chief of Program has agreed to support the City’s effort by lending a person with expertise)
  • A representative from Concord’s Planning Division
  • The City’s Community Services Manager from the Housing Division

Working Group Responsibilities
Staff anticipates the Working Group meeting at least monthly for approximately nine to twelve months. Meeting durations will vary from one to three hours to hear, discuss, and provide feedback on information brought forth by staff and consultants. Meetings will be subject to the Brown Act, noticed in advance, and open to the public with opportunities for public comment
