San Rafael, CA – On 12/19/22, James Henry Flournoy, a 44-year-old Oakland resident, wanted by San Rafael Police for an assault on a police officer with a deadly weapon, was arrested by the San Pablo Police Department.
San Pablo Police located Flournoy while trying to locate a reported stolen vehicle in their jurisdiction. Flournoy was booked in the Contra Costa County Jail and the San Rafael Police Department was notified of his arrest.
Flournoy was wanted by San Rafael Police in connection with a case that occurred in San Rafael on 12/08/22. At 10:15 PM, Flournoy was found in a reported stolen vehicle at the San Rafael Yacht Club. When an officer made a traffic stop of the vehicle, Flournoy drove the vehicle in reverse toward the officer and his police car. The stolen vehicle collided with the officer and the police car, temporarily pinning the officer, and causing injury.
Flournoy then rammed another police car that was blocking his path. After colliding with the police car, Flournoy drove to the back of the parking lot, made a U-turn, and came back toward officers. Flournoy was driving back toward the injured officer, who was limping and trying to get out of the way. Two officers ran to the aid of the injured officer and placed themselves between the advancing suspect vehicle and the injured officer with their firearms pointed toward the Flournoy. Both officers, fearing that Flournoy was going to run over the injured officer during his attempt to escape, gave orders for Flournoy to stop. Flournoy briefly complied and stopped the vehicle.
Seconds later, Flournoy placed the vehicle in reverse and drove back toward the back of the parking lot again. Flournoy never cooperated with police officers and fled toward the rear of the parking lot where he was able to escape capture.
San Rafael Police Detectives developed several leads and partnered with Marin County’s Special Investigations Unit and Auto Theft Task Force to identify and locate Flournoy. San Rafael Police Detectives were able to compare surveillance video from this case with law enforcement crime bulletins where Flournoy was pictured committing crimes in other jurisdictions. It appeared that Flournoy had been on a multi-jurisdictional crime spree over several weeks. Once Flournoy was identified, San Rafael Police Detectives obtained an arrest warrant for his arrest.
Flournoy will face extradition to Marin County to be charged with assault with a deadly weapon against a police officer, obstructing an officer, and possession of a stolen vehicle.
