City of Martinez Makes Declaration of a State of Emergency

On January 4, 2023, Governor Gavin Newsom declared a State of Emergency in response to the ongoing severe storms related to a series of atmospheric river systems that began on December 27, 2022 and have continued since that time.

These storms have caused significant impacts to the community, which has included mudslides at seven locations, downed trees at six locations, flooding at four locations, along with multiple road closures. These storms have also caused significant impacts to creeks in Martinez, with major erosion at multiple locations and significant debris accumulation in others.

With more severe weather ahead, the City anticipates continued impacts to occur throughout the community further hampering the City’s ability to respond and resolve with available resources. Therefore, the City Manager, serving as the City’s Director of Emergency Services, has declared a local emergency to allow the City to receive additional resources to help address the impacts from these storms.

The City will continue to stay closely aligned with County and State emergency services as we move through the response and recovery process.

  • On January 4, Lafayette Proclaims a Local State of Emergency Due to Severe Storms.  The local emergency proclamation is part of the City’s emergency response to the storms and allows the City greater flexibility to contract for and procure related supplies. Read the local emergency proclamation (PDF). The proclamation was signed by Mayor Carl Anduri this afternoon and will be formally ratified by the City Council at their meeting on Monday, January 9, 2023.
  • On January 4, Danville Declares Local Emergency Due to Storms and Flooding.  Town Manager Joe Calabrigo signed the proclamation just before noon, and it will expire at noon on January 10. The local emergency proclamation allows the town greater flexibility to contract for and procure supplies for more expedient disaster response.

As of January 6, it was reported more than 200k sandbags have been distributed across Contra Costa County – here is a look at the data and sandbag locations.
