The following Richmond Police Calls are for February 17-19 and February 24-26. These are the dates reported by police with no calls of service provided between February 20-23 for the city of Richmond.

Calls for Service

ASSAULT WITH A DEADLY WEAPON

  • 02/17/23 – Officers responded to the area of Fleming Ave and Ells St. Officers located a vehicle that had crashed into an occupied apartment and two victims suffering from gunshot wounds. Officers determined two groups engaged in a gun battle, resulting in two innocent bystanders being struck. One bystander, a juvenile, was struck twice. The driver of a passing vehicle was also struck, resulting in them losing control of their vehicle, and crashing into an apartment. Both injured parties were transported to local hospitals for treatment and are in stable condition. The two groups that were shooting at each other fled the area and were not located. RPD detectives are actively investigating the case. #1336

 

ASSAULT ON A PEACE OFFICER

  • 02/18/23 –  Officers responded to the area of 30th St and Macdonald Ave for reports of a vehicle collision. Officers located a two-vehicle collision with one of the parties still inside their car refusing to exit. The subject attempted to arm himself with a pipe when officers attempted to remove him from his vehicle. A short struggle ensued, at which time the suspect armed himself with a propane torch. The suspect attempted to burn officers with the torch as they attempted to remove him from the vehicle. Officers backed away and attempted de-escalation techniques. The suspect began to barricade himself inside the vehicle and continued to refuse to follow officers’ directions. Officers deployed several less-than-lethal munitions in an effort to gain the suspect’s compliance, none of which worked. The suspect then began to set items inside his vehicle on fire. RFD was on the scene of the vehicle collision and was able to extinguish the fire from a safe distance. Officers attempted to utilize a police K9 to apprehend the suspect, however, the suspect used the propane torch to try and burn the police K9. The K9 was recalled prior to being injured by the suspect. Officers eventually got the suspect to cooperate and he was taken into custody without incident. Once in custody, the suspect experienced a medical issue, most likely a result of the large amount of suspected methamphetamine he had consumed. The suspect was transported to a local hospital to receive medical treatment. Once released, he faces charges of DUI, assault on a peace officer, and assault on a police K9. #1358

 

DUI

  • 02/19/23 – Officers responded to the area of W. Macdonald Ave and Richmond Parkway for reports of a collision. Officers learned that one of the drivers was seen hiding liquor bottles in nearby bushes after the collision. Officers located the driver, who had been transported to a local hospital, and confirmed they were intoxicated. The driver provided a preliminary breath sample that registered over twice the legal limit. The suspect was medically treated and then booked into the RPD jail. #1370

 

FATAL HIT AND RUN COLLISION

  • 02/18/23 – Officers responded to the area of Carlson Ave and Cutting Blvd for reports of a pedestrian being struck. Officers located the victim, who was suffering from mortal injuries. RFD and medical personnel responded and rendered aid, but unfortunately, the victim succumbed to their injuries. Officers learned a vehicle traveling on Cutting Blvd at a high rate of speed struck the victim as they were crossing the street. The RPD traffic unit responded and assumed the investigation. #1344

 

ILLEGAL POSSESSION OF A FIREARM

  • 2/24/23 – Officers on routine patrol in the area of 15th St and Bissell Ave saw two subjects walking while carrying a duffle bag and covering their faces with ski masks. The officer could also see the outline of what appeared to be a rifle in the duffle bag. The other subject appeared to be holding his waistband as if he was concealing a firearm. The officer, recognizing that the two subjects should be further investigated, stopped her vehicle in an attempt to contact them. Both subjects immediately attempted to flee on foot. The officer pursued, catching one of the subjects after a foot chase. The suspect ultimately stopped and lay on the ground while telling the officer to “disarm” him. Officers were able to detain the suspect without incident and were found to have a loaded Glock “ghost gun” in his waistband. The second suspect began running through yards. Officers established a perimeter to search for the suspect but could not locate him. The juvenile suspect was arrested and booked into Juvenile Hall for illegally possessing a firearm. #1541
  • 02/24/23 –  Officers on routine patrol in the area of 37th St and Garvin Ave conducted a traffic enforcement stop for expired registration. Officers contacted the driver, who was extremely nervous. After talking with the officer, the driver admitted to having a firearm. The driver was detained without incident, and a Glock-style ghost gun was recovered. The driver was arrested and booked into the RPD jail. #1542

POSSESSION OF STOLEN VEHICLE

  • 2/24/23 – While on routine patrol in the area of Castro St and Hensley St, officers conducted a records check of a suspicious vehicle. The vehicle showed as being reported stolen. Officers conducted a traffic enforcement stop, and the driver was taken into custody without incident. #1511

 

ROBBERY

  • 2/24/23 – Officers responded to the 900 block of Cutting Blvd for a hold-up alarm. Officers contacted the clerk, who reported that three suspects entered the store and ran behind the counter. The suspects filled large bags with cigarettes and other items while stealing cash from the cash register. The suspects then fled the area on foot. Officers checked the area but were unable to locate the suspects. #1536
  • 02/25/23 –  Officers responded to the 5000 block of Cutting Blvd for reports of an assault. Officers located the victims, who reported they were walking in front of the business when the suspect approached them from behind. The suspect struck one victim in the head with a handgun, knocking her to the ground. The suspect then stole the victim’s purse. The second victim attempted to intervene, and the suspect struck them on the head with the firearm, also knocking them to the ground. The suspect then fled the area on foot. Officers circulated the area but were unable to locate the suspect. #1566
  • 2/26/23 – Officers responded to the 2700 block of Sheldon Rd for reports of an assault. Officers located the victim, who was suffering from minor injuries from being struck in the head with a wooden stick. The victim reported parking in front of his house when two subjects he knows approached him. The suspects opened his car door and dragged him from his vehicle. They then knocked him to the ground and struck him with a wooden stick. The suspects then stole his phone and fled. Officers canvased the area but were unable to locate the suspects. #1586
