Brentwood Sand Creek Sports Complex Cost Estimate at $31 Million

On Tuesday, the Brentwood City Council will look to take another step in moving forward with the Sand Creek Sports Complex.

While the design moves closer to being finalized for the nearly 15 acre property at Sand Creek Road and Fairivew, costs realities will soon set in as the project costs is now $16 million over the approved budget with a total amount of $31 million, which the city has only approved a total budget of $15 million for the project. The council will have to make some decisions as the project inches closer.

Note – On May 9, 2023, at the City Council CIP Workshop, the Project was considered by City Council and then approved to keep this Project in the 2023/24 – 2027/28 Capital Improvement Program with a budget of $19.2 million for Phase A.

The council will look to accept a recommendation from the Parks and Recreation Commission while providing staff with direction for a design and environmental review on Phase 1 of the project based on the current available funding.

This design comes after two public meetings were held on Jan 31 and March 9 to gain public feedback and present ideas on the sports complex—from soccer fields, bocce to pickleball to picnic areas to the type of turf.

By April 18, the Park and Recreation Commission Ad-hoc Committee for the project met with staff and the design firm Verde Design, and estimated the entire project would be approximately $31 million—which is above the approved project budget of $15 million.

During the April 27 Park and Recreation Commission meeting, the commission approve its overall conceptual plan. Phase 1 of the complex should include the following:

  • Three (3) 70 x 110 yard sports fields with artificial turf (lined for both soccer and lacrosse)
  • Sports field lighting
  • Parking lot (initially 270 spaces on asphalt)
  • Traffic signal at Linden Street
  • Restroom/storage/concession/staff building
  • Various smaller park amenities including bike racks, park signage, drinking fountains, trash and recycling receptacles
  • Infrastructure for entire Phase 1 with stub outs for future project phase(s

It is recommended that Phase A be bid with several bid alternates, so that additional parts of the project can be constructed should the existing funding allow. Bid alternates with this phase could include:

  1. Picnic areas, warm up areas, and planting
  2. Multi-use hard court and picnic areas
  3. Maintenance area
  4. Completion of second half of the parking lot

This project dates back to the Spring of 2022 when Councilmember Jovita Mendoza made the push for the sports complex in an effort to both utilize the vacant property and save taxpayer money while filling a need for local youth activites. The idea, which had been idle for decades, was pushed during 2-year Strategic Plan to get council to agree to fast track the Sand Creek Sports Complex.

The project will be completed in two phases:

  • The Sports Complex Phase 1 consists of 14.50 acres of city-owned property on Sand Creek Road at Fairview.  The updated concept provided in the staff report includes synthetic turf for multi-purpose use from soccer fields to lacrosse. The plan includes a parking lot, restrooms, picnic area and other possible park amenities such as pickleball courts, exercise equipment, playground etc.
  • Phase II is made up of the Contra Costa County Flood Control detention basin, which consists of 19.24 acres, and will potentially add 2-3 sports fields.

I was thinking the same thing. Maybe because it’s all artificial turf? I didn’t realize that many people played lacrosse and bocce ball.

Will this sport complex allow baseball/softball games here at well. You can still play baseball on turf!!!!!!

Most multi-purpose fields have all sports, Soccer, Football, Lacrosse, and even baseball and softball. We do it all the time.
