Walnut Creek Police Seek $225k For Recruitment Services

On Tuesday, the Walnut Creek City Council is being asked to agree to a $225k contract for police department recruitment services.

The Walnut Creek Police Department is asking the council to allow the city manager to execute a service agreement with Epic Recruiting to create a personalized and comprehensive recruiting program for the police department.

Although Walnut Creek Police do not state the number of vacancies it has in the staff report, or potential upcoming separations, it states in order to attract a diverse pool of qualified applicants, it requires a recruiting partner to provide a full complement of services to reach a broader pool of potential applicants.

In contracting with Epic Recruiting, they will create:

  • Recruiting videos
  • Photography
  • Design and build of a Police Department recruiting webpage that includes two years of hosting and technical support for content change, Search Engine Optimization, Search Engine Marketing, analysis of analytical data from website and advertising,
  • paid social media advertising

According to the Epic Recruiting quote, they will provide 3 days of on location video/photo production which will produce 13 videos ranging from 10-seconds to 1-minute. They will also provide a Brand Development Research/Strategy.

A breakdown of the quote includes:

  • Brand Development – $100k
  • Recruitment Website – $50k
  • Online Marketing Campaign – $75k

The Police Department will use available funds in the Fiscal Year 2023 operating budget for this one-time expenditure of $225,000, due to salary savings from current vacant police officer positions.

According to Epic Recruitment, their clients include several law enforcement agencies which include the Berkeley Police, Concord Police, Fairfield Police, Hayward Police, Richmond Police, and Tracy Police

Were I on the Walnut Creek City Council, I'd want a whole lot of documentation on Epic's track record before I'd agree to this. I'd want proof that it has worked effectively elsewhere before throwing a quarter million dollars at them.
