The Antioch city Council will hold a special meeting Friday to discuss appointment of an acting city manager while discussing 18 other items.
The meeting was prompted by the abrupt resignation by acting city manager Forrest Ebbs who gave notice after accepting a job with the City of Modesto. His last official day will be July 14 and had encouraged the Antioch City Council to appoint a replacement prior to his leaving.
The council will meet in closed session to discuss an appointment.
Under this city council, once they name a new acting city manager/or hire someone, it will be the fifth in less than 2-years.
- Ron Bernal
- Cornelius Johnson – on paid administrative leave
- Ana Cortez – acting
- Forrest Ebbs – acting
- Acting City Manager (TBD)
Once concluded, the council will then hold a special city council meeting to go over 18 items. None of the items provide any information, staff reports, background information or data.
Back on May 30, the council held a special meeting, with Mayor Lamar Thorpe absent, to tweak how agendas are set and how quickly items come back for discussion. It was stated at that meeting that council members did not want agenda items presented without a staff report or information.
“I am not a fan of an agenda that doesn’t have a staff report attached to it so the public knows exactly what we are talking about. So when we have these types of meetings, if we don’t have the report attached to it, whoever called it, needs to explain it,” stared Councilwoman Monica Wilson.
On Friday, the council will apparently give a thumbs up or thumbs down if they want to bring the item back to the council or have staff invest more time into them. It does not provide any information on when the item was requested or why it was requested.
Here is a list of items per the Agenda:
- DISCUSSION ITEM: UPDATE ON THE AMERICAN RESCUE PLAN ACT (ARPA) FUNDING
- DISCUSSION ITEM: CONSIDERATION OF LIGHTING THE PEDESTRIAN CROSSING ON JAMES DONLON BOULEVARD

Holding meeting during daytime ensures minimal public input.
Unless majority of Antioch citizens are willing to forfeit a days pay.
“Citizens” of Antioch work? 🤔
And yet this council fails, apparently, to take action to resolve the Con Johnson situation.
I see him at gym. You would think at 22k a month he could bring coffee and donuts for the citizens of Antioch.
Let’s see, don’t inform the public with reports, pack the agenda, hold meeting during normal work hours so the majority of working residence cannot attend and make sure the controversial issues are at the tail end so that attention spans are worn out. Don’t you just love this “transparency”?
And knowing one councilmember will not be present who has multiple items requested on the list.
Could it be scheduling meeting during day is so council members wanting to climb political ladder can hold press conference and make evening news?
How is it that 99% of city councils manage to conduct their business without resorting to countless “special meetings” but Antioch cannot?
This council is wasting so much money on things that only benefit a few. Their 2 year budget runs deficits and police funding is down over 15% as a percentage of the General Fund. Five city managers in 2 years say a lot about Mayor Thorpe dysfunctional “leadership”.
