Brentwood Looks to Name Sand Creek Sports Complex

On Tuesday, the Brentwood City Council will look to name its Sand Creek Sports Complex while dedicating its championship field after Cecy Martinez.

The council will look to take three actions within the agenda item:

  1. officially naming the sports complex the “Sand Creek Sports Complex”
  2. dedicating and naming the championship field (Field #1) in the memory of Cecy Martinez (see submission)
  3. approving the design for the team photo area.

The item comes before the city council after the May 23 Park and Recreation Commission meeting where they opted to keep the complex as the “Sand Creek Sports Complex”.

Per the staff report, the city is proposing they name the championship soccer field (Field #1) after Cecy Martinez. Ms. Martinez graduated from Liberty High School and attended Cal State East Bay. Ms. Martinez was very active in the community of Brentwood and coached numerous students throughout her life. She was also a beloved school teacher who taught in Knightsen and Brentwood. In February 2023, she lost her fight with metastatic breast cancer and leaves behind many who love her and wish to memorialize her life.

The sports team photo area was approved by the ad-hoc committee and is now bringing it to the council for consideration. It is estimated that the team photo improved area will cost approximately $75,000, and has already been included in the consultant’s construction estimate for the Project. The Project is funded by the General Fund, Parks and Trails Development Impact Fees and bond savings.


2024/25 – 2025/26 Operating Budget

While the City does show a deficit of $2.8 million, the shortfall between revenues and expenditures is a result of the use of General Fund balances that were committed in FY 2023/24 for remaining Strategic Initiative costs, the Comprehensive General Plan Update project, a capital project on Brentwood Boulevard and the Successor Agency Payment Plan in FY 2024/25.

This Budget includes the funding and appropriations necessary to complete several carryover initiatives from the current Strategic Plan, including work leading to the construction of the Solid Waste Organics Diversion project, the Sand Creek Sports Complex, the Vineyards at Marsh Creek – Event Center/Amphitheater, and the Innovation Center @ Brentwood Infrastructure project with the goal of bringing a significant number of jobs to the City.

The city also adds, adding to the uncertainty of the economic outlook, the State continues to pass regulatory requirements without accompanying necessary funding. Costs for compliance in the area of solid waste organics processing has already had impacts on the budget, but additional regulation like mandating electric vehicle fleets is among the many factors that could add significant infrastructure and ongoing costs to City operations. – see the full 2019 page report.


Sidewalk Vending Permit Application Fee and Permit Fee

Community Development estimates ten (10) Sidewalk Vending Permit applications may be submitted, which would provide annual revenue to the General Fund of $1,600.00 (at the recommended fees of $25.00 per application and $135.00 per permit issued)

  • Oakley – $129
  • Danville – $100
  • Hercules – $100

On March 12, 2024, the City Council approved Ordinance No. 1069, amending the definition of “peddler” in Brentwood Municipal Code Section 5.48.020, added Chapter 5.64 imposing regulations on sidewalk vending in compliance with Senate Bill 946, and amended Section 7.020210 regarding vendors in parks. Chapter 5.64 outlines the application requirements.

Violation by a Vendor with a Valid Sidewalk Vendor Permit

  • First Violation – One Hundred Dollars ($100)
  • Second Violation within one (1) year of first violation – Two Hundred Dollars ($200)
  • Third and subsequent Violations within one (1) year of first violation – Five Hundred Dollars ($500)
  • The City may rescind a permit issued to a sidewalk vendor upon the fourth or any subsequent violation

Violation by a Person Engaging in Sidewalk Vending without a Valid Sidewalk Vendor Permit

  • First Violation – Two Hundred Fifty Dollars ($250)
  • Second Violation within one (1) year of first violation – Five Hundred Dollars ($500)
  • Third and subsequent Violations within one (1) year of first violation – One Thousand Dollars ($1,000)
  • Upon proof of a valid Sidewalk Vending Permit issued by the City, the administrative fines shall be reduced to the amounts set for Violation by Vendor with a Valid Sidewalk Vendor Permit above

Midway Alley to be renamed Helen Myers Way

In recognition of Helen Myers, who passed away on April 15, Helen’s grandson Peter Jacoway requested the Mayor consider renaming the alley adjacent to her former business.

Myers was a founding board member of Delta Community Services, helped raise funds for Brentwood’s first Community Center, served on the Arts Commission, served with the local Soroptimist International chapter for 29 years, was the proud owner of two local businesses: Irene’s Dress Shop and The Weathervane, and was a longtime member of the Brentwood Chamber of Commerce. Helen was also recognized as the Citizen of the Year in 2008

The alley is located between 1st and 2nd street. It runs from pine to birch through the downtown businesses. The cost of renaming the alley will be $2,500 for new street signs. The work could be completed within the next month.
