On Tuesday, the Concord City Council will discuss its Homeless Strategic Plan Implementation of its competitive grant program.
Upon approval of its process, the city will move towards a grant RFP Process to award its $5.2 million of funds (decided on June 4, 2024). The ad-hoc committee is recommending it allocate funds to non-profits in the same process that was used to distribute the American Rescue Plan Act (ARPA) funds – with $200k being recommended to be retained for administration.
The Concord Homeless Strategic Plan has six goals which include:
- Increase coordination of emergency response efforts
- Strengthen system support with government and non-government agencies
- Create immediately accessible temporary housing
- Explore avenues of equitable support for target populations
- Increase homeless prevention services
- Create a safe place for the unhoused to dwell
The initial six strategies were developed by a Working Group through feedback from stakeholders and utilization of an evidence based, best practice framework, and were endorsed by Council through acceptance of the Plan.

Note — The Permanent Supportive Motel Housing strategy is not listed in the City’s Homeless Strategic Plan; the strategy was adopted by the City Council on June 25, 2024. In addition to adopting this seventh strategy, Council agreed to allocate $550,000 of the available funding for its implementation.
