On Tuesday, the Antioch City Council will discuss and provide direction to staff regarding its overnight/camping ordinance
The item has been requested by Mayor Lamar Hernandez-Thorpe who is looking to include trails, sidewalks, along with public spaces. According to the current ordinance, it only applies to recreation facilities and parks.
The City of Antioch has also applied for $6 million in state funding to lease another motel to convert into housing for the homeless. The 2024 Contra Costa County Point in Time survey showed Antioch had the biggest increase in homelessness for a total of 413–the most in the county.
In July, Governor Newsom issued an executive order directing state agencies to urgently address homeless encampments while respecting the dignity and safety of Californians experiencing homelessness.
- Water Rates – City Council will look to set public hearing date for water charge increases for November 12, 2024. If approved, Antioch would see water increase by January 1, 2025. The average monthly bill would jump by an estimated $3.10

- Public Hearing to Review the Fiscal Year 2023-24 Consolidated Annual Performance Evaluation Report (CAPER) for Community Development Block Grant (CDBG), Housing Successor, and Permanent Local Housing Allocation (PLHA) Funds – Council will receive its report.
- Grand Jury Response: The Antioch city council will look at approve a response to the Grand Jury Report: “Challenges Facing the City of Antioch” and authorize the mayor to sign it. Both Mayor Lamar Hernandez-Thorpe (MHT) and Councilmember Lori Ogorchock (CMO) issued responses.
- 2023 Annual Military Equipment Report: For those interested, the council will review and approve the 2023 Annual Military Equipment Report. On June 17, 2024, the Antioch Police Department presented the Annual Military Equipment Report to the Antioch Police Oversight Commission. The police department worked with commission members to clarify wording in the report as well as define separate heading sections. A clear process, specific for military equipment, was created for community members to ask questions, express concerns, and make complaints. On August 5, 2024, the 2023 the Annual Military Equipment Report was presented and approved by the Antioch Police Oversight Commission.
