18 New Regional Transportation Projects Added to ECCRFFA

On Tuesday, the Contra Costa County Board of Supervisors adopted a 2024 nexus study and added 18 new regional transportation projects to the East Contra Costa Regional Fee and Financing Authority (ECCRFFA).

Under the new ECCRFFA Project list, with no changes to fees or the area in which fees are collected.

Jerry Fahy, Public Works Department says the JPEA was formed in 1994 and includes the City of Antioch, City of Brentwood, City of Oakley and City of Pittsburg – each agencies collect revenue to fund regional projects (under ordinance).

Under the 5th Amendment to the ECCFFA JPEA, it ads 18 new projects to the ECCRFFA project list while it also no longer prioritizes the James Donlon Extension Project as a third priority project—the agreement now includes two new Third Priority projects, both in the City of Pittsburg.

Supervisor Diane Burgis asked about the three unincorporated projects that were added to the list. Fahy shared they include:

  • Truck Climbing Lane on Kirker Pass
  • Safety Improvements at Camino Diablo – including Vasco & Byron Highway
  • Sellers Avenue Safety Improvements

“As a member of ECCRFFA, I can tell you that we are all working together to make regional improvements to transportation,” stated Burgis noting roads that were never intended to be transportation corridors have emerged to be that due to traffic apps telling drivers were to go. “I am proud of the work we are doing to really try accommodate and be proactive on that.”’

Supervisor Federal Glover shared there have been good projects that have been done through the authority.

Glover shared that the James Donlon Extension no longer apart of the priority but stated fees collected would now be used for projects in Pittsburg.

Fahy explained Pittsburg had re-prioritized the James Donlon Extension and have now identified other projects which current funding will be used for those projects instead,

The Board approved the item in a 5-0 vote.
