The City of Concord is now accepting rent adjustment petitions. Petitions will be heard before a Hearing Officer during a rent adjustment hearing as part of Concord’s greater Residential Tenant Protection Program that went into effect earlier this year.
If you are a residential property owner requesting an upward adjustment in rent due to a fair return on investment claim, or you are a residential tenant requesting a downward adjustment in rent due to receiving a rent increase that is not in compliance with the Ordinance, you can now submit a petition for a rent adjustment.

According to the City of Concord, Tenant/Owner Petitions include:
Tenant Petitions
A tenant may file a petition to adjust the rent to its lawful level if the tenant:
- believes the owner has increased rent above the allowable level,
- has received two or more rent increases in a 12 month period,
- has experienced a decrease in housing services (a service initially provided has been taken away or a space is no longer functional), or
- received a rent increase while property owner has not registered rental property or paid Rent Registry fees
Owner Petitions
An owner may file a petition to adjust the rent to a level in excess of the allowable increase if they believe they are not receiving a fair return on their investment. See 19.40.050(a) for requirements to file a fair return petition
