San Pablo, CA — San Pablo City Manager Matt Rodriguez has formally announced the appointment of Mr. Kieron Slaughter as the City’s new Economic Development & Housing Manager.
Since 2017, Slaughter has been serving as the Chief Strategic Officer for Economic Innovation in the Office of Economic Development with the City of Berkeley, CA, in Alameda County. During his tenure, Slaughter administered the City’s Revolving Loan Program and COVID-19 Resiliency Loan Program, served as secretary to the City’s Loan Administration Board, and authored extensive zoning reforms to support small businesses. In 2017, he also briefly served on the City’s Housing Advisory Commission, which recommended funding allocations for the Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) Programs. From 2015 to 2017, Mr. Slaughter served in a 2.5 year appointment in the Pacific West Region as one of ten Urban Fellows in the United States National Park Service (USNPS). Prior to this appointment with USNPS, he served from 2007 to 2015 as an Associate Planner in the Planning and Building Services Department with the City of Richmond, CA.

Kieron will add a valuable perspective to the City Manager’s Office, and bring these accomplishments and energies to serve the San Pablo community,” stated San Pablo City Manager Matt Rodriguez.
Rodriguez further stated Slaughter will report directly to the City’s Assistant City Manager and provide daily, program management over the City’s Economic Development and Housing activities, programs and services to the community.
Mr. Slaughter earned a Bachelor of Science (BS) degree in Geography from California State Polytechnic University, Humboldt, in Arcata, CA. He also matriculated and earned credits in Geography/Urban Planning coursework at California State University, East Bay, in Hayward, CA. Additionally, Mr. Slaughter earned an Associate’s Arts degree from the College of Alameda in Alameda, CA.
Recently, in 2018, Mr. Slaughter also earned a Certificate in Leadership from Leadership East Bay in Berkeley, CA.
Slaughter’s official start date in his new role is November 12, 2024. His starting base salary is $164,928 annually. Mr. Slaughter is married, with a family, and is a current resident of Berkeley, CA.
