On Wednesday, the Martinez City Council will look to approve city manager pay raise, approve the city clerk job specification and transfer ownership of the vessel Joltin’ Joe to a non-profit.
The council will also discuss entering into an agreement with F3 Marina for management of the Martinez Marina – which includes 332 boat slips, fishing pier, and other amenities. F3 Marina is based in Ft. Lauderdale, Florida. They operate 26 marinas worldwide, including marinas at Vallejo and South San Francisco. About 50% of their marinas are owned by local governments.
This arrangement will cost the City approximately $252,200 per year in direct personnel costs, plus an estimated $100,000 in in-kind City staff contributions
Martinez City Manager 8.8% Raise
The city council will discuss an 8.8% increase for city manager Michael Chandler.
The Addendum to the City Manager Employment Agreement reflects an 8.8% increase to the base salary of the City Manager, effective January 1, 2025. This total 8.8% reflects 1) a 3.8% cost-of-living (COLA) adjustment, triggered by a similar Council approved COLA adjustment. The 5% increase and 3.8% COLA adjustment are not being cumulatively applied, but are one blended adjustment of 8.8%.
Other than a Council-authorized July 1, 2023 COLA adjustment which Mr. Chandler elected to defer taking until January 1, 2024, this will be the first adjustment to his salary since he began City Manager duties on January 3, 2023.
Chandler was hired in November 2022 with a base salary of $245k.
City Clerk Job Specification
On March 5, 2024, the voters of the City of Martinez approved Measure A, making the Office of the City Clerk an appointed rather than an elected position effective December 18, 2024.
On November 7, 2024, staff presented a draft of the City Clerk job specification and the request to reclassify the current position and the incumbent of the Assistant City Clerk to the City Clerk to the Civil Service Commission. The Civil Service Commission reviewed and approved the City Clerk job specification and the reclassification of the Assistant City Clerk position to the City Clerk. The Civil Service Commission also approved the proposal to update the City Classification Plan and add the City Clerk classification and remove the Assistant City Clerk Classification.
To develop the City Clerk classification description, City staff conducted a comprehensive survey of the operational structures, classification descriptions, and requirements of City Clerk offices in the surrounding jurisdictions, including Benicia, Brentwood, Concord, El Cerrito, Hercules, Lafayette, Oakley, Pinole, Pittsburg, Pleasant Hill, San Pablo, San Ramon, and Walnut Creek. Except for Benicia and Pittsburg, where a City Clerk position is held by an elected official, all surveyed agencies have an appointed City Clerk.
City Staff also conducted a compensation survey for the City Clerk positions. The salary ranges of surveyed agencies vary from a minimum of $10,443.16 to $12,201.00 per month, with maximum salaries ranging from $13,995.00 to $15,723.00 per month.
The market median for minimum salary of $11,085.70, and the maximum is $14,551.00 per month. The salary range of the Assistant City Clerk is $8,657.13 to $11,047.
The recommended salary range for the new City Clerk classification is $11,085.70 to $14,551.00 per month.
Joltin’ Joe Transfer of Ownership Agreement
The council is being asked to adopt a resolution authorizing the City Manager to execute an agreement with the Joe DiMaggio Hometown Hero Project for the transfer of ownership and stewardship of the vessel Joltin’ Joe to the nonprofit organization. This was also discussed back in April 2024.
