El Cerrito Police Identify Sexual Battery Suspect, Seek Help in Locating Him

The El Cerrito Police Department has identified the suspect in the sexual battery incident that occurred on Wednesday, November 13th, at approximately 3:30 PM.  ECPD is requesting the public help in locating him.

This investigation revealed that the victim, a sight and hearing impaired woman, was followed by a man for several city blocks until she reached a more secluded residential area on Stockton Avenue near Elm Street. The man then approached the woman from behind and slapped her buttock before he fled the area.

After locating video surveillance footage from businesses in the area, investigators discovered this man was a Hispanic male in his twenties with a thin to medium build, wearing a dark gray beanie, a light gray sweatshirt, dark pants, and white and black shoes. The department provided this photo to the public and a few people contacted our investigators to provide his name.

The suspect is 28 year old Hugo Antonio Martinez Ortigoza and he last resided in Richmond.  Investigators have obtained a warrant for his arrest for Felony Sexual Battery of a Seriously Disabled Subject.
