Mayor Shannon Shaw Lays Out 2025 Goals for Oakley

On Tuesday, Mayor Shannon Shaw addressed the City of Oakley after being appointed mayor for 2025 laying out her goals.

Here are Shaw’s statement on Tuesday:

It is with deep gratitude and a strong sense of responsibility that I am before you today, ready to serve as your mayor for the upcoming term. I take this responsibility with the utmost seriousness, and I am genuinely excited to embark on this journey with all of you.

First, I want to thank the council for placing your trust in me. It is an honor and privilege, and I promise to dedicate myself to making Oakley a place where every resident feels heard, valued, and supported.

I also want to acknowledge the exceptional leadership of our past mayors, Anissa Williams, and Aaron Meadows. Their dedication has laid the foundation for the exciting developments we see today, and I look forward to building on their work as we continue moving Oakley forward. From both, I have learned invaluable lessons about the importance of listening to our community, staying true to our values, and making decisions that prioritize the long-term well-being of our residents. As I step into this role, I carry their wisdom with me.

Oakley is a city full of promise, with a strong, resilient community ready to tackle the challenges and opportunities ahead. From our vibrant neighborhoods to our growing businesses, Oakley’s spirit is one of unity and hard work. We are a community that values connection, and that spirit will guide us as we enter this next chapter.

As we look ahead, we can be proud of the progress we have made. Our city’s strategic plan is already mid-way through its implementation, and we have made significant strides toward our goals. But there is still much to do. The path ahead is filled with new challenges, but I am confident that, with continued collaboration and hard work, we will continue to make Oakley a place residents are proud to call home.

Oakley is growing, and we are in an exciting position to build on that growth. We will continue to foster the expansion of local businesses, attract new investments, and ensure our infrastructure keeps pace with our population. But our growth will always be guided by a commitment to preserve Oakley’s unique charm and to ensure that progress benefits everyone.

One key partnership I am excited to continue is with the Oakley Unified School District. Our joint-use agreements for school parks will create more recreational opportunities for students and the wider community, enhancing family connections. Additionally, we are moving forward with placing a School Resource Officer at our middle schools. This initiative will not only ensure our children’s safety, but also provide positive mentorship and support.

We are also making significant progress in improving our city’s infrastructure. As part of our commitment to transparency, we are upgrading our City Hall technology, including a much-needed website overhaul. These updates will make it easier for residents to access information and engage with the city, ensuring we remain an open and accountable government.

I am also proud of the steps we are taking to support our senior residents. We have been working closely with the Oakley Senior Club and in 2025, we will transition senior programming to city-run services, offering a range of activities and resources to keep our seniors healthy, engaged, and connected. This is an important milestone to ensure all residents, regardless of age, have the support they need to thrive in Oakley. We will also be revamping a space at the Oakley Recreation Center for seniors to gather and continue their club activities. We hope to expand our lunch services from one day a week to four days in 2025.

Looking ahead, there are several exciting projects on the horizon for 2025 that will improve our infrastructure and quality of life. We are thrilled to see the construction of the new Shops at Laurel Fields, which will include the long-awaited Safeway and additional retail options. These shops will bring greater convenience for families, support our local economy, and create jobs.

We are also looking forward to the construction of a new library and community center. This expanded facility will offer modern amenities, a welcoming environment, and will serve as a hub for learning, culture, and community engagement for all ages.

Another exciting development is the new train platform, which will improve transportation options, increase connectivity to the Bay Area, and promote sustainable transit. This will provide a seamless connection between Oakley and the greater region.

Additionally, the continued widening of East Cypress and Laurel Road will improve traffic flow, reduce congestion, and enhance safety for everyone. These upgrades will support our community’s growth and make it easier for residents to get where they need to go.

These projects represent our commitment to building a stronger, more connected, and sustainable future. By 2025, we will see the tangible results of these efforts, ensuring our community thrives for generations to come.

None of this would be possible without the support of the council, city staff, and our community.

I want to take a moment to specifically thank our city staff. Oakley is fortunate to have such dedicated public servants who work tirelessly for our residents. Our staff does an incredible job, despite being a small team, their ability to manage a large and diverse workload is nothing short of remarkable. Their commitment to delivering results, often under tight timelines, is the backbone of everything we accomplish. I am grateful for their hard work, creativity, and passion for Oakley.

There are a few additional projects I hope to bring in 2025:

  • I would like to work to find a suitable location for a police substation. Our police department is growing, and we are running out of space, but our community is also growing, we want to ensure we have enough officers to continue providing the excellent service our residents expect.
  • Mental health is a pressing issue for all communities. I am committed to collaborating with the county and neighboring cities to expand mental health services in far east county. This will include increasing counseling services, offering more community-based programs, and working to reduce the stigma that often prevents people from seeking help. Everyone deserves the opportunity to live a healthy, balanced life, and that begins with the right support systems.

Over the past few years, I have developed strong relationships with elected officials across the state—Congressmembers, Senators, Assembly Members, County Supervisors, and other council members. As a member of the Policy Committee for Public Safety and the Board of Cal Cities East Bay Division, I have ensured that Oakley has a seat at the table when key decisions are being made. Oakley may be the youngest city in Contra Costa County, we will make sure that we are seen and heard, and never overlooked.

As your Mayor, I am committed to continuing our momentum and building on the progress we have made. There is much work ahead, but together, we can continue to shape Oakley into a city where families can grow, businesses can thrive, and our community remains a shining example of collaboration and progress. But none of this is possible without you—the residents of Oakley. I want to hear from you—your ideas, concerns, and vision for the future.
