The City of Antioch released an Request for Qualifications (RFQ) for “technical assistance for Antioch Downtown Merchant Association”.
“This is for hiring a consultant that would work with all interested parties to develop an association. Gauging the interest to see if it’s palatable and achievable. The goal is to create an association that works with the Chamber and Celebrate Antioch,” said Kwame Reed, Economic Development Director.
There are several cities that have programs similar to what Antioch could create or be modeled after which include:
- Benicia Main Street
- Downtown Brentwood Coalition
- Downtown Martinez and Company
- Livermore Downtown, Inc.
- Walnut Creek Downtown Association
The cost of the program is not known and its unclear how much funding the city will allocate to such a program or if the current city council would support such a program.
Per the RFQ:
A Downtown Merchant’s Association in Antioch would be essential to fostering collaboration and growth among local businesses while enhancing the area’s economic vitality. Such an association would allow business owners to collectively promote downtown as a vibrant destination, organize events, and advocate for improvements that benefit the community. By providing a unified voice, the association could engage with local government to address infrastructure needs, safety concerns, and beautification efforts, ensuring the downtown area remains inviting for both residents and visitors. Additionally, it would help cultivate a strong sense of community among merchants, encouraging mutual support and driving initiatives that boost foot traffic and economic development, ultimately preserving the charm and success of Antioch’s historic downtown.

SCOPE OF SERVICES
The City of Antioch is seeking an experienced firm that can enter into a Contractor Agreement for formation of a merchant association focused on the downtown area branded as “Rivertown” in, Antioch, CA. The City is looking for a small business support and technical assistance organization that has the ability to pull together businesses in the downtown for collective advocacy selected quote will enter into a contractor agreement for a specific period of time.
The scope shall include but shall not be limited to:
- Perform research and use data to understand the business climate in Antioch
- Conduct outreach and facilitate listening sessions with all stakeholders
- Firm must demonstrate history of similar work in San Francisco Bay Area
- Submit reports, invoices and documentation in a timely manner
- Maintain an active business license
- Follow terms of contract
- Maintain communication with City and attend regular check ins
- Attend downtown merchant events and maintain an active presence
- Show how the City of Antioch and its downtown will prosper with your company/firm
