Antioch Set to Talk Carry Concealed Weapons License Fees

On Tuesday, the Antioch City Council will discuss a change in its Master Fee Schedule for Carry Concealed Weapons License (CCW),

The following fee structure for CCW license fees is being recommended to replace the existing “Gun Permit Fees” within the Master Fee Schedule:

  • $261.50 – New Permit Initial Fee
  • $261.50 – Issuance Fee
  • $455.00 – Renewal Permit
  • $64.00 – Amended Permit
  • $30.00 – Duplicate

*Note – It should be noted that proposed fee reflects only what the City of Antioch Police Department will be charging and there will be other associated costs borne solely by the applicant, including fees charged by the California Department of Justice, Livescan (fingerprinting), cost of required training, psychological screening, etc.

The goal is intended to recoup administrative costs so there is little to no impact on Antioch’s general fund.

According to the staff report, the Contra Costa County Office of the Sheriff received, processed, and issued CCW applications for residents of most of the municipalities in Contra Costa County, including the City of Antioch. Recently, the Sheriff advised the municipalities they would no longer be providing this service necessitating the City of Antioch Police Department to implement a CCW process.

According to the Contra Costa County Sheriffs Office website, it is no longer approving concealed weapons license (CCW) applications for the following cities: City of Antioch, City of Concord, City of Pittsburg and City of Richmond.

For Antioch, its  Master Fee Schedule, effective July 1, 2024, does contain a “Gun Permit Fee”; however, it is unknown the last time this particular fee was updated, and the established fee does not effectively recoup the costs associated with conducting this activity nor have the appropriate title.

Antioch Police Department personnel assessed the time and materials that would be required to provide this service, including the annual cost of contracting with Permitium divided by the approximately 100 new and/or renewal applications the Department expects to process, reviewed fees assessed by other agencies in our region that are already providing this service, and subsequently developed the proposed fee schedule to provide this service. The total administrative costs were then rounded to the nearest whole dollar

Back in November of 2022, Contra Costa Sheriff’s Office Announced it was Overwhelmed by Concealed Weapon Permit Applications.  The occurred after the Supreme Court ruling in New York State Rifle and Pistol Association v. Bruen on June 23, 2022, the Contra Costa Sheriff’s Office has been inundated by requests for CCW permits. The ruling struck down New York’s restrictions on applicants for CCWs to show a compelling need to carry a concealed weapon in public. That meant that similar restrictions requiring applicants to demonstrate “good cause” in some states, like California, were unconstitutional.

Most Citizens don’t realize that the initial fee is non-refundable , and 95% of the applications will be turned down.Its a money grap by the city of yochtown.

I will be at this meeting. This sheriff needs help or needs to start processing applications, absurd. If the public just sits behind computers and squawk, they feel no heat. Why is the stack so high? Let’s remember what the 2nd amendment is for. To protect against tyrannical government. Wake Up and Speak up or be crushed.
