On Tuesday, the Brentwood City Council will discuss the possible formation of a charter city ad-hoc committee along with making several other possible changes to other committees.
According to Tuesday’s city council agenda, the city council will review its committees, assignments and descriptions for 2025. This will include the formation of an LLAD Ad-hoc Committee and a Charter City Ad-hoc Committee, and the transition of the DEBI Ad-hoc Committee and Age Friendly Ad-hoc Committee to Standing Committees.
Here is an overview of what is to be discussed:
Age Friendly Communities Committee (Standing): The committee will examine goals and implementation of funding opportunities focused on improving the quality of life and safety for older adults and adults with disabilities. This committee, previously established as an ad-hoc committee and set to dissolve on January 1, 2025, was approved by Council on July 23, 2024 to be established as a standing committee in 2025. The standing committee will be required to set a regular meeting schedule and comply with the regulations of the Brown Act.
Staff time could be approximately 5-10 hours per month in working with the committee and with stakeholders preparing for funding requests related to the effort. If staff is directed to move forward with consultant assistance, staff will return to City Council for their approval of any necessary General Fund budget adjustments.
Budget and Debt Management Committee: The committee will discuss the 2025/26 – 2029/30 CIP Budget, the 2024/25 mid-year Operating Budget update, and debt management (any bond issuances and unfunded obligation strategy). This ad-hoc committee will be dissolved on January 1, 2026.
Depending on the scope and meeting frequency of the potential committee, staff time could be approximately 5-10 hours per month preparing for and following up on Committee discussions

Brentwood City Council During June 2024 City Council Meeting
Charter City Ad-hoc Committee: The proposed committee will examine the pros/cons and feasibility of a charter city, preparing information for Council consideration of a ballot measure in 2026. This ad-hoc committee will be dissolved on January 1, 2026.
Staff time could be approximately 10-15 hours per month working with the committee and efforts with stakeholders preparing for related funding requests. If staff is directed to move forward with consultant or outside legal assistance, staff will return to City Council for their approval of any necessary General Fund budget adjustments.

Diversity, Equity, Belonging, and Inclusion Committee (Standing): The committee will create and develop a racial equity plan, an anti-racism and anti-hate crime policy, and provide annual Juneteenth celebration oversight, opportunities for community engagement and policy advisement, and metrics and accountability to measure goals. This committee, previously established as an ad-hoc committee and set to dissolve on January 1, 2025, was approved by Council on July 23, 2024 to be established as a standing committee in 2025. The standing committee will be required to set a regular meeting schedule and comply with the regulations of the Brown Act.
Staff time could be approximately 10-15 hours per month in working with the committee and with stakeholders preparing for funding requests related to the effort. If staff is directed to move forward with consultant assistance, staff will return to City Council for their approval of any necessary General Fund budget adjustments.
Lighting and Landscape Assessment District Funding Committee: The proposed committee will discuss potential strategies to fund projects and ongoing operational funding needs of the Districts. This ad-hoc committee will be dissolved on January 1, 2026
Depending on the scope and meeting frequency of the potential committee, staff time could be approximately 5-10 hours per month preparing for and following up on Committee discussions.
Proposed Change to Agricultural Enterprise Committee
This committee meets quarterly as needed on the first Monday of March, June, September, and December at 5:00 p.m. At times, these regular meeting dates fall on a City holiday, necessitating the need to cancel the meeting. Staff recommends the following change to this committee’s description: adding an additional meeting date due to holidays. This is the only substantive change being proposed for this committee. See proposed new language italicized and underlined.
Agricultural Enterprise Committee:
This committee reviews policies, projects, and programs directly related to agricultural enterprise within the City and along the City’s boundaries in the County’s Agricultural Core. The scope of this committee is broadly defined to include: development of policies and procedures relating to the implementation of the City’s agricultural preservation and agri-tourism programs, consider City funded agri-business programs and projects funded by Agricultural Mitigation Fees.
The committee is assisted by staff primarily from the Economic Development Division in the City Manager’s Office, and the Community Development Department. When agenda items are scheduled, this committee meets quarterly as needed on the first Monday of March, June, September, and December at 5:00 p.m.; should the regular meeting day fall on a City holiday, the meeting will be held on the following Monday.
Also as part of the item, the Council should also revisit existing committee assignments to replace former Mayor Joel Bryant, and any other assignments as desired.

- The City Council may consider and discuss the written request from Mayor Meyer and Council Member Mendoza to receive an update regarding the Park & Recreation Commission’s discussion related to the Creekside Pickleball Courts, and to discuss what other options could be evaluated
