On Tuesday, the Concord City Council will consider a preliminary application for feedback of a 714 unit project on a 59-acre site.
According to the agenda, the discussion will provide feedback on the proposed renovation of 206 multifamily units within Victory Village and redevelopment of Quinault Village by demolishing 80 duplex units and constructing 508 multifamily and townhome units for a total of 714 units on the former 59-acre Coast Guard site located at 3295 Haleakala Street.
This comes as the preliminary application was submitted on October 15, 2024 by Eddie Haddad and Georges Maalouf.
The council will not be making a decision on the project, however, it is designed to provide feedback for how they would like the application to move forward. It is also designed for the applicant to communicate their proposed land use plans for the property, timelines and development agreement terms in a public forum. It will also allow the community and stakeholders a chance to provide feedback.
Quinault Village (northern village). 40 duplex buildings constructed in 1965 (80 housing units).
- 3 bedroom, 2 bath (64) and 4 bedroom, 2 bath (16) units
- Unit sizes ranging 1,059 to 1,245 square feet
- Each unit includes one single-car carport
- Community center and tot lot playground amenities
Victory Village (southern village). 42 apartment style buildings (206 units) including two- and four-bedroom units constructed in 1989. All apartments are configured in four-plex or six-plex buildings.
- 2 bedroom, 1 bath units (168)
- 4 bedroom, 2 bath units (38 total; 30 townhouse style and 8 side-by-
- side units).
- Units range from 968-992 square feet (2 BR) and 1,960 to 1,984 square feet (4 BR)
- Each unit includes one single car garage, the 4-bedroom units have two single-car garages.
- Small playground, basketball court, horseshoe pit, and RV storage amenities
