On February 6, City of Concord Mayor Carlyn Obringer delivered the State of the City Address at Concord Chamber of Commerce luncheon.

Concord Mayor Carlyn Obringer delivered the annual State of the City address at the 40th State of the City Luncheon, where she reflected on Concord’s accomplishments and outlined her vision for the future. The event brought together community leaders, local businesses, and residents to celebrate progress and discuss opportunities for continued growth and innovation

In the last several years, what were the highlights for Obringer:

  • Roadwork – getting arterials repaved and rebuilt – more work needed to be done.
  • Finding a partner to develop the Concord Naval Weapons Station in Brookfield
  • More housing
  • $19 million from ARPA funds, some of it went to supporting small business through a grants program in partnership with Chamber of Commerce.
  • Launched Creative Concord Program (18 murals + performers)

What is the city doing to help Concord Businesses?

  • Free consultations in the innovative center
  • Hosts coffee sessions + business highlights

Concord Weapons Naval Station

  • On January 28, Brookfield gave an update and have had 90 community meetings.
  • Navy is still performing its cleanup of chemicals.

Concord Measure V (2020)

  • More roadwork is coming
  • $114 million roadwork blitz in progress  – Clayton Road, Detroit Road, Monument, Willow Pass Road, More neighborhoods — Council will then discuss “what is next”
  • Syncing traffic lights in progress — but probably not until 2027.

Housing Affordability + Creating Opportunities

  • Concord is development friendly and planning within 8 years (2031) will add 5,000 new units. Development pipeline includes 1,000 units in new housing of which 500 are affordable housing.

Homelessness

  • Calls it “top of mind” for city council
  • Homeless population was down by 28% according to Point in Time last year. Awaiting this year’s Point in Time Count.
  • The Rollout of Homeless Strategic Plan is starting.
  • City is continuing to work on encampments and cleanups – utilize CORE Team as well.

Quality of Life & Public Safety

  • Believes Concord is one of the most diverse communities.
  • Highlights how Concord is a place to “play” with parks & recreation plus Urban Air and movies, Veranda. Hopes people continue to feel safe and gather in the City of concord.

What is Obringer looking forward to in 2025

  • Pavilion 50th Anniversary activities around town
  • Music & Market – says 5k people enjoy the music each week.
  • September of Service – park beautification or tree planning event in each council district.
  • Raise funds for Don Pedro Pacheco Adobe on October 4 – bowling fundraiser to create seed money to preserve historic building.
  • Beer & Coffee with Mayor to continue.
