Oakley City Council to Discuss Mercedes Lane Zoning

On Tuesday, the Oakley City Council will hold a work session to discuss a potential project on Mercedes Lane.

Although the Oakley Planning Commission took up the item last month, a work session was requested by Matt Beinke of O’Hara properties to discuss the merits of a potential project which would amend the General Plan Land Use Designation on the 5.7 acre site.

The intended purpose is to facilitate a Tentative Map application to subdivide the site into 58 single-family lots. Standard lot sizes on the outside are 2,352 square feet, standard interior lots 2,072 square feet, and the largest lot (lot 8) is 3,016 square feet (“Project”). The proposed project includes an additional parcel for drainage facilities.

Based on feedback from the City Council Work Session, the applicant can keep the property zoned commercial or begin the process to request a General Plan Amendment–or put the property up for sale. Either way, the properly will be developed at some point with either commercial or housing.

PLANNING COMMISSION PUBLIC HEARING

On February 4 2025, a work session on this item was held by the Planning Commission at their regularly scheduled meeting. The role of the Planning Commission was to receive the Staff Report from Staff, in addition to public testimony from the applicant, the public, and any interested parties.

The Commission’s role was also to provide feedback on the preliminary proposal, which would then be passed on to the City Council. The Commission generally expressed that they did not see a particular community benefit from amending the General Plan Designation from Commercial to Residential on this parcel.

11 residents from the neighborhood provided public comment opposing the proposal and voiced their concerns about their way of life, safety, and the potential traffic impacts that the proposal would create. Staff also received 24 emails from the public in opposition to the proposal.
