Brentwood Awards Contract for Sand Creek Sports Complex

On Tuesday, the Brentwood City Council unanimously voted to approve a contract bid for the Sand Creek Sports Complex Phase IA project.

Under the approval, it will allow the city to move forward with the Phase 1 portion of the sports complex—with funding sources as recommended in the staff report along with adding in $68k from public arts fund and acquisition funds not to exceed amount of $75k.

This project dates back to 2002 where concepts were created both in 2002 and 2007. However, in its current form, this project dates back to the Spring of 2022 when Councilmember Jovita Mendoza made the push for the sports complex in an effort to both utilize the vacant property and save taxpayer money while filling a need for local youth activites. The idea, which had been idle for decades, was pushed during 2-year Strategic Plan to get council to agree to fast track the Sand Creek Sports Complex.

While the entire council thanked staff, on Tuesday, Mendoza said she was adamant about doing what “great thing for our city” that would be a legacy.

“I am excited for the community more than you all know. I am a big proponent of parks and having spaces for our kids to do something,” explained Mendoza. “All I hear from kids is we want more space to play. We want basketball courts, we want this, we want that. When you can deliver to the kids who can’t even vote yet, it’s just amazing.”

If approved, the city would enter a contract with Robert A. Bothman Inc in the amount of $18.28 million—with a 10% contingency amount of $1.82 million—for a total of $20.11 million.

The Sand Creek Sports Complex Site I consists of the design and construction of the 14.50 acres of City owned property identified as the future Sand Creek Sports Complex. Site I will include 3 full size soccer fields that will also be lined for lacrosse, a parking lot, restrooms, picnic area and other possible park amenities like pickle ball courts, basketball courts, exercise equipment, playground, etc. Site II is made up of the Contra Costa County Flood Control detention basin, which consists of 19.24 acres, and will potentially add 2 soccer fields.

Annual operations and maintenance costs for the Sand Creek Sports Complex are estimated at $128,125 and will be incorporated into future Operating Budgets. A placeholder for this increase in the annual operations and maintenance costs is included in the ten-year General Fund Fiscal Model beginning in FY 2026/27.

The city hired Verde Design to develop the project design. Back in April 2023, Verde developed a construction cost estimate for the full buildout of all phases of Project in the amount of approximately $31 million, which exceeded the approved Project budget of $15 million.

On May 9, 2023, at the City Council CIP Workshop, the Project was considered by the City Council, who then approved keeping this Project in the 2023/24 – 2027/28 Capital Improvement Program with a budget of $19.2 million for Phase 1A.

Bids were opened on February 4, 2025. The following nine (9) bids were received:

  4. $20,125,553.98 – Goodfellow Bros, California LLC
  5. $20,379,491.92 – McGuire and Hester
  6. $21,227,758.20 – Bay Cities Paving & Grading, Inc.
  7. $21,318,714.26 – R&R Pacific Construction
  8. $22,215,752.00 – Rodan Builders, Inc.
  9. $22,845,148.45 – Legion Contractors, Inc.

Staff thoroughly reviewed the bids received and is recommending the award of the construction contract for the Project to Bothman for submitting the lowest responsible bid, despite a protest submitted by the second lowest bidder, O.C. Jones & Sons, Inc.

Following consultation with the City Attorney’s Office and outside counsel, a written response was provided to O.C. Jones & Sons, Inc. that a determination was made that Bothman’s bid was deemed responsive and that O.C. Jones & Sons, Inc.’s bid protest lacked merit

Bothman’s bid includes all four bid alternates, and the costs for those items came in approximately 35% below Verde’s estimates. Including these items with this contract will make it possible to construct Phase 1A completely for the benefit of all users of the facility and produce future cost savings. If the four bid alternates are not included in this contract award it is anticipated that the costs for these items will likely increase significantly and will increase the cost of day-to-day maintenance of the new facility.
