Last week, Concord Police Chief Mark Bustillos provided its 2024 Crime Data and an update on the Concord Police Department to the City of Concord.

It was also Bustillos 5th year anniversary with the City of Concord where he thanked the entire department.  He highlighted he was hired during COVID where he started with budget cuts.

“In 2021-22, that was the summer unrest where looting was okay and defund the police was in vogue. At the end of 2022, COVID and come to a completion,” explained Bustillos. “I would say 2023 was our first normal year as a police department, without COVID, without budget cuts, etc. So 2024, when you look at comparison, take that into consideration. This is who we are today.”

Bustillos shared that that they now are able to compare crime apples to apples with crime data (NIBRS) but how safe people feel does not always align with crime data.

Bustillos shared that shoplifting was up 63% to 669 incidents, but believes 2025 data will show more than 1,000 incidents because businesses are now actually reporting the crimes.

“Shoplifting, we believe we are now getting more reports now of it, whereas before retailers threw up their arms, they stole something, nothing was going to happen to the person anyway and we go on from there,” stated Bustillos. “With the changes in the laws, we definitely have more calls… we are making more arrests and people are being held accountable.”

Quantifying Use of Force

Bustillos said they had forward thinking policies which he called good, noting that when someone is being arrested, they need two officers. The data showed 296 Use of Force Incidents out of 110,365 calls for service – 0.3%.

Mental Health Crisis Metrics

  • 5150 holds decreased by 27% since partnership began
  • Mental health related police department calls for service decreased by 41%
  • Since CPD began tracking diverted calls in August 2023 and with the 24/7 availability of A3 in December 2023, patrol utilization increased 180%

2024 Drone Usage

  • Established in March 2022
  • 13 active pilots, 1 supervisor
  • All Part 107, basic, advanced, and nigh flight certified
  • Tracked and audited using Air Data
  • Usage logs uploaded to City of Concord Website monthly

  • ➢ Comprised of managers, dispatchers, Community Service Officers Currently have 49 positions filled (7 vacancies)
