The City of Concord is pleased to announce Colleen Awad as its new Community Relations Manager. She succeeds longtime spokesperson Jennifer Ortega, who earlier this year took a leadership role with the Contra Costa Community College District.
Awad brings more than a decade of experience in public service and communications across local, county, state, and federal levels. Most recently, she served as Communications Director for Contra Costa County Supervisor Ken Carlson. Previously, she was Deputy Chief of Staff to former Supervisor Karen Mitchoff and a Field Representative for then-Congressman Jerry McNerney.
“Colleen is an outstanding communicator with a deep understanding of government, a passion for public service, and a strong commitment to building meaningful relationships with the community,” said Assistant City Manager Justin Ezell. “We are thrilled to welcome her to Concord.”
Awad earned a Bachelor of Arts in Political Science from UC Irvine and a Master of Public Administration from Cal State East Bay. Known for her clarity, strategic thinking, and poise under pressure, she has built a strong reputation as both a behind-the-scenes strategist and a capable public spokesperson.
Colleagues describe her as reliable, thoughtful, and deeply mission-driven. “She’s widely respected for her professionalism and her instinct for understanding and amplifying what matters most to a community,” said one longtime coworker. Another added, “She’s a fast learner who brings energy, focus, and heart to everything she does.”
A Concord resident, Awad is deeply committed to the community she calls home and brings both personal and professional passion to her new role.
In her new role, Awad will lead Concord’s communications strategy, serve as the City’s media liaison, and help guide public outreach and engagement efforts.
Colleen Awad will begin her role with the City on June 23, 2025.
