The City of Concord announced a Residential Pavement Maintenance Phase E Project (PJ 2613/2621) that is scheduled to begin a rubber cape seal surface treatment (a two-part process) on Monday August 4th, and continue through Tuesday, August 19th in the Holbrook Heights neighborhood.
Work will take place along Esperanza Drive, N 6th Street, Jerilynn Drive, Erie Drive, and side streets in this neighborhood. Port Chicago Highway (N 6th to Salvio) is also included. Construction hours are between 8 a.m. and 5 p.m, week days only, with lane closures and temporary detours permitted on Port Chicago Highway between 9 a.m. and 330 p.m.
This is a two-part process, with the initial work (a chip seal) starting next Monday through the end of the week, which involves placing an oil based emulsion and rubber chips on the existing roadway to fill in cracks and voids. Then, as early as the following day, a slurry seal will be installed over the same chip seal areas which will help preserve the chip seal and pavement below. The approximate rubber cape seal schedule for both the chip seal and slurry seal process are shown on the attached maps, respectively.
The streets will be temporarily closed on the dates and colored segments shown on each map, pending any delays. Flaggers will be present to direct traffic as needed.
Throughout this process, the City’s Contractor will be closing portions of each street to allow the materials to dry out sufficiently before being driven on. It is normal for there to be some loose rubber chips throughout this process, and the contractor will deploy a street sweeper periodically throughout the area to help mitigate this.
