Video: Man Shot and Killed by Richmond Police Armed With 2 Knives

Richmond, CA— On August 4, 2025, at 5:00 p.m., the Richmond Police Department Communication Center received a 911 call from a resident in the 400 block of 1st Street. The caller advised that his brother, Angel Montano, was acting aggressively and was armed with a knife, threatening to kill the caller and his mother.

Officers were dispatched and arrived on scene within minutes. Officers remained outside the residence awaiting the arrival of less-than-lethal tools and additional resources.

Dispatchers remained on the phone with the caller, providing updates to the officers as they remained outside. The caller advised that Montano still wanted to attack him and was still armed with a knife. The situation then escalated when Montano armed himself with a second knife.

Officers, who were still outside, were provided the update that Montano had armed himself with a second knife. At the same time, officers could hear a loud altercation taking place inside the residence. Officers, fearing that someone inside the residence was being harmed, advanced to the residence.

Officers found the front door to the residence partially open. Officers announced their presence and pushed the door open. Within 6 seconds of announcing themselves, Montano appeared from inside the residence and rapidly advanced at the officers, holding two knives. Montano exited the residence, and despite the officers’ orders to stop, continued to advance at the officers. At that time, Officers Stocking and Remick discharged their service weapons, and an officer-involved shooting occurred.

Officers attempted to render medical aid at the scene, but Montano unfortunately succumbed to his injuries.

The officers who discharged their service weapons remain on administrative leave per department policy. The Richmond Police Department Investigations Bureau is investigating this incident in partnership with the Contra Costa County District Attorney’s Office, as outlined in the Contra Costa County Law Enforcement Fatal Incident Protocol.

The Richmond Police Department is committed to a thorough and transparent investigation into this incident. Officer Remick’s body-worn camera footage from when he arrived on scene to the time of the officer-involved shooting has been released, along with a portion of Officer Stocking’s body-worn camera footage.
