On Tuesday, the Antioch Police Department is set to approve a five-year contract with Axon Enterprises to increase its police camera system, upgrade technology, and improve efficiency.
Under the new contract, if approved by the city council, it allows the city to take advantage of technological advancements – including tasers, which Antioch had been using since 2008 where they have exceeded their expected lifespan and now obsolete. They also are consolidating their media and data storage.
Staff also says beyond the camera equipment and tasers being outdated, staff have faced challenges with the interview room equipment in the police department used to video and audio record statements during interviews. This equipment, cameras and audio recording devices, are at their end of life and not dependable, or integrated with Evidence.com for efficient storage.
Although the in-car cameras installed in 2021 have proven to be extremely valuable, the city was not able to take full advantage of their technological capability. The in-car cameras can also serve as license plate readers. This tool and force multiplier aids in investigations such as identifying stolen vehicles and vehicles involved with missing persons.
The staff report says due to Axon bundling the interconnecting technology packages, it was prudent to discuss renewing the agreement.
Axon offers a cutting-edge Officer Safety Plan package that incorporates cameras, bundle hardware, software, accessories, training, customer support, equipment refreshes/replacements, and warranties. Through these discussions along with examining and testing the products, the highlights of the current proposal include –
- 120 New Body Worn Cameras for Staff. The agreement provides new cameras at execution of agreement, along with 30- and 60-month replacements with latest version.
- 105 Taser 10’s. Included is contract length Warranty, training provided, and consumables.
- Evidence.com accounts for all users. Additional accounts are provided for US DOJ MOA compliance.
- 49 Fleet 3 In car camera systems with Automated License Plate Readers (ALPR). New Fleet hardware, full contract length warranty, unlimited storage, new routers, installation by Axon. Includes Axon Signal for automatic activation of Axon cameras based on triggers (crash, speed, lightbar, gun rack, etc.)
- 5 Interview Room Recording Systems. All new video and audio equipment to include installation. Allows for direct uploading of media into Evidence.com.
- Axon Performance. This is an audit dashboard used for policy compliance. Improves workflow for auditing and monitoring procedures.
- Fusus- Real Time Crime Center Platform. This allows bringing various law enforcement tools such as community cameras and Shot Spotter into one platform for staff use. It encompasses hardware, professional services, and training. Up to 150 inputs.
- Virtual Reality Training- Virtual de-escalation training for officers. This training equipment allows the Department to train officers on site in the latest de-escalation practices.
- Signal Sidearm. This is a holster sensor that automatically turns on Axon cameras when officers draw their firearm.
- Auto-Tagging. Automatically correlates video with incident/dispatch information, which saves staff time.
- Community Request. Enables officers to collect digital evidence by sending links to community members. Community members can upload videos, photos, and other media.
- Fusus+. This program enables GPS capability, Live-Steaming, 2-way communication and alerts for body worn cameras.
- Redaction Assistant– Artificial Intelligence tools to streamline video/audio redactions, which can be extremely time-consuming for staff. Allows and performs blurring of faces and other non-releasable information.
As part of this agreement and wanting to partner with the City of Antioch and the Police Department, Axon will be providing eight (8) Lightpost Situational Awareness/Automated License Plate Reader Cameras. These cameras, which are placed on fixed streetlight standards, have proven to provide valuable investigative information. The eight (8) cameras will be at no cost for the duration of the 5-year agreement.
FISCAL IMPACT
The first year of the contract is $583,577.44 and $581,257.48 for the following four years. The total expenditure over the five-year contract period will be $2,908,607.30 for the Axon hardware and software.
