Brentwood Set to Finalize City Manager Hire, Reduce CCW Fees

On Tuesday, the Brentwood City Council will consider hiring G. Harold Duffey as the next city manager for the City of Brentwood.

The item comes before the city council after Mayor Susannah Meyer made the announcement back on October 15. However, with public concern and questions on his background and qualifications, the city quickly announced a press conference to introduce Duffey on October 20.

At the press conference, Meyer stated they had 60+ applicants for the city manager position which resulted in “12 strong candidates” which then turned into a supplemental questionnaire and phone interviews. Of those, 9 candidates were recommended for closed session review which resulted in 6 candidates in the first round of interviews, followed by 3 candidates brought back for a second interview. The council ultimately selected Duffey as the candidate.

“I am very excited to be here,” said Duffey. “I am excited because I see the possibilities of the city of Brentwood. What I see as city manager, I’ve gone into cities where I’ve always had to go in and do three things, fix, plan and build. In the city of Brentwood, I can skip the part about fix because there is nothing broken or on fire right now. What I can do is examine and then plan.”
He spoke about examining and planning with the council and community to help deliver projects while planning for the future.

On Tuesday, if approved, Duffey would be hired with a salary of $289,900. With salary and benefits, his packages is $417,175.  This includes:

  • Base salary of $304,515 annually
  • Annual performance evaluations, as well as an initial six month performance evaluation
  • Paid Time Off and Sick Leave in amounts equivalent to those accrued by Department Directors
  • Vacation Leave to accrue at a rate of 192 hours per year (16 hours/month)
  • Eligibility to participate in the City’s 457 deferred compensation plan

Mr. Duffey brings over 30 years of public service to the City of Brentwood. His experience includes posts as the Assistant City Administrator and Public Works Director for the City of Oakland; City Manager for the Cities of Grant Terrace and Compton; City Administrator for the City of Oroville; and Chief Assistant Director of the Planning, Community Development, & Public Works Department for Yolo County, in addition to other appointments earlier in his career.

Brentwood Police: CCW / VIN Verification Fee / Citation Sign Off Fee

The Police Department is proposing four new fees associated with Carry Concealed Weapon (CCW) Permit fees: 1) Initial/Renewal Application Fee, 2) Initial/Renewal Permit Issuance Fee, 3) Permit Modification Fee, and 4) Permit Duplication Fee. Should the City Council adopt the new proposed fees, the Police Department estimates the General Fund would see an annual revenue increase of approximately $30,160.00.

The Police Department proposes CCW permit fees as follows:

  • Initial/Renewal Application Fee of $150.00
  • Initial/Renewal Permit Issuance Fee of $500.00
  • Modification of Permit Fee of $50.00
  • Duplication of Permit Fee of $30.00

According to the staff report, Police staff evaluated the estimated costs and compared them to other Contra Costa agencies and are recommending the lower fees at this time. They estimated about 45 CCW permits will be issued annually to residents.

Other Fees to be considered:

  • The VIN Verification Fee is being proposed to be modified to fall in line with staff costs. The Police Department is proposing a reduction of the fee from $122.25 to $66.25 based on the actual staff time it takes to perform the service.
  • Citation Sign Off – Non-Residents Fee is being proposed to be modified to fall in line with staff costs The Police Department is proposing a reduction of the fee from $51.25 to $11.00 on the basis of the actual staff time it takes to perform the service

Should the City Council adopt the new proposed fees, the Police Department estimates the General Fund would see an annual revenue increase of approximately $30,160.00.

  • Be Exceptional Waiver: Be Exceptional is requesting a fee waiver in the amount of $35,000 for FY 2025/26. This is for use of City facilities that includes the Brentwood Community Center, Brentwood Senior Activity Center, and the Brentwood Skate Park
