Pinole, CA, – The City of Pinole is announcing the departure of City Manager Kelcey Young. Ms. Young has decided to resign her position to pursue other career opportunities but expressed her sincere thanks to the City for the opportunity to serve the Pinole community. Ms. Young expressed great pride in her experience as City Manager, her accomplishments while in Pinole and the work she put in to make our City an even better place to live. The City thanks Ms. Young for all her efforts and service to our community. The City wishes her the greatest success in her future endeavors.
Ms. Young will continue with the City for several weeks to assist with a smooth transition. Ms. Young’s last day will be November 28, 2025. The City will be providing more information soon on its plans for appointment of an Interim City Manager and recruitment plans that will involve a nationwide search for a new permanent City Manager.

As City Manager of Sweet Home, Oregon, she swiftly addressed a $10 million deficit and leveraged community partnerships to develop the “Let’s Paint the Town” program, which gave the town a renewed sense of pride. Her ability to navigate complex municipal challenges with heart and dedication while driving innovation makes her an excellent choice to lead our City.
Pinole was Young’s first choice when seeking new opportunities. She stated, “Pinole is an amazing city that is set to continue to be a very influential and incredible city to live and reside for years to come. “ I am a dedicated public servant, and team player and it is an honor to serve the Pinole community in this capacity.”
