On Tuesday, the Contra Costa County Board of Supervisors will discuss approving a resolution to call for an election of the 2026 Voter-Approved Contra Costa County Urban Limit Line.
If approved, the item will go before voters during the Jun 2, 2026 election.
According to the presentation, the item was initially approved by voters with Measure C in 1990 and passed Measure L in 2006 with 64% support, extending the urban limit line until Dec 31, 2026. Adjustments to the ULL are rare as its only been moved six times since inception in 1990, only once due to private development application.

Martinez Refining Company Fire After Action Report & Improvement Plan
This After-Action Report (AAR) reviews the response to and coordination of the MRC Fire that occurred on February 1, 2025.
- Review of incident documentation and pertinent information to develop a baseline of expected emergency response and support procedures.
- Individual interviews, an after-action debriefing with all stakeholders, and function-focused group meetings provided additional information regarding response actions and areas for improvement.
- The analysis is separated into three topic areas:
- Planning and incident readiness
- Operational coordination
- Public information and warning

Anti-Human Trafficking Update
The report will come from Contra Costa Employment and Human Services, in partnership with the Contra Costa District Attorney’s Office and the Contra Costa Human Trafficking Task Force, regarding anti-human trafficking efforts in Contra Costa County.
According to the 2024 data:
- EHSD Direct Services Children and Family Services Bureau (CFS) – 131 children served
- Trafficking and Crime Victim Assistance Program (TCVAP)
- 18 received TCVAP cash aid.
- 267 received TCVAP CalFresh.
- $932,113 issued in TCVAP cash aid & CalFresh combined.

According to the report, VOCA Funding is facing an uncertainty as its decreased 78% since 2018. Meanwhile, CA experienced a 43% decrease in federal VOCA funding between 2023 and 2024. Governor Newsom approved one-time state funding of $103 million.
In response, Contra Costa County Contra BOS co-signed letter requesting $260M in one-time state funding for crime victim services. They also made a Budget ask to reauthorize $30M in state funding for Human Trafficking Victims Assistance Program.
