Pittsburg Approves Resolution to Hire CalPERS Retiree as Police Chief

Although Pittsburg Police Chief Steve Albanese recently retired, he will be coming back as police chief on a limited time basis.

Last week, the Pittsburg city council agreed approved a resolution to approve the hire in a 5-0 vote.

According to staff, they said the hiring is allowed under “various circumstances” which include due to the nature of executive recruitments, which can take three to five months to fill a vacancy, Chief Albanese has offered to serve as a retired annuitant so that operations can continue to move seamlessly in the interim, as well as effectuating a smooth transition of duties for the new Chief of Police.

According to CalPERS, there is a 180-day waiting period, however, an exception can be made for critically needed positions sooner than 180 days. The city requested the exception to the waiting period for the retiree to utilize specialized technical knowledge and skills to transition the scope of responsibilities.

With no council discussion or public comments, the council approved the item in a 5-0 vote. With the approval, the cost could be up to $150,000 for a six-month timeframe.

It is anticipated this assignment may last approximately six months or when a new Chief is appointed, whichever comes first, assuming the recruitment results in a successful hire.
