Antioch Set to Talk HomeKey+, Budget, Housing and More

On Tuesday, the Antioch City Council will discuss several items that will set the tone for the city over the next few years which include a HomeKey+ project, its Fiscal Year 2027 budget, a housing inclusionary ordinance and begin gearing up for developing its general plan.

HomeKey+ Update

The Antioch City Council is set to receive an update from staff regarding the application for the CSH Mahogany Housing HomeKey+ application — it will be reported that its still pending approval.

The application was approved back in May 2025 in a 4-1 vote with Mayor Ron Bernal voting against after confirming the city would have to commit up to $18 million followed by potentially another $1.2 million for 15-yearsNote – the City has previously stated in the past several years, its spent more than $25 million on homeless programs. 

According to Contra Costa Health, Antioch’s Point in Time homeless count over the past few years:

  • 2025 – 246
  • 2024 – 413
  • 2023 – 334
  • 2020 – 238

The item was requested by Councilmember Louie Rocha, who asked for an update at the February 2024 meeting. He had requested City Manager Bessie M. Scott report back on the status of the HomeKey+ application.

“We have a significant amount of funding commitments to this project that has not moved forward. I believe we need to have a definitive answer by March 10th in order to proceed forward with the development of our 2026-27 city budget. I believe we’re set to start that process March 27th,” stated Rocha. “I’ve asked previously kind of a status update of where we’re at. I think that considering where we’re at and moving forward into this beginning of the next year’s budget development, we need to know where we’re at and what our overall resources are in all areas as we prepare to move forward.”

With the update, staff is seeking direction, if any, from the city council.

According to the staff report, back in May 2025, the council approved an obligation of onetime contribution of $750k upon receiving the HomeKey+ award from the state. In addition, however, the city would have to provide a yearly operating subsidy of up to $1.2 million annually for five-years with two five-year extensions contingent on the property meeting the requirements of HomeKey+ guidelines and affordable housing regulatory agreement.

FY2026-27 Budget Development

The City is just over half-way through the FY26 budget and is embarking on the new budget cycle that will revise FY26 and adopt FY27. Tonight’s overview will be providing the preliminary draft General Fund budget.  In FY27, deficit spending increases to $13,568,062 with $5M offset by the Budget Stabilization fund and $8,568,062 drawing on General Fund reserves.

  • Property & Sales Tax: A 4.5% increase in Property Tax has been built into FY27 however, sales tax projections remain fairly flat, with just slightly over a 1% increase projected each year.
  • Personnel costs are being reduced $3,184,868 from the current budget due to additional vacancy savings anticipated to be realized by June 30th. As of the writing this report (2/28/26), there are 48 General Fund vacancies, with 28 of those attributable to the Police Department.

City Council Appointments to the General Plan Advisory Committee

It is recommended that the City Council review and discuss City Council Appointments to the General Plan Advisory Committee (GPAC)

The GPAC will be composed of the following members:

  • Two City Council Members;
  • Two Planning Commission Members;
  • Five members of the general public; and
  • Two alternate members of the general public.

The item tonight is for the City Council to select the two members of the City Council to serve on the GPAC. There will be future agenda items for the appointment of Planning Commissioners and members of the general public to the GPAC.

The GPAC will meet up to a maximum of 12 times over the course of approximately 18 months. Meetings will generally occur once per month, but there may be months when no meetings are held.

Adoption of an Inclusionary Housing Ordinance

  • Introduce by title only and waive the first reading of an Ordinance of the City Council of the City of Antioch amending the City of Antioch Municipal Code Title 9: Planning and Zoning to add Article 43: Inclusionary Housing;
  • Adopt a resolution establishing an affordable Inclusionary Housing Trust Fund; (IHTF) and
  • Adopt a resolution amending the Master Fee Schedule to add an in-lieu fee and an affordable housing compliance monitoring fee.
