On Tuesday, the Oakley Police Department provided its 2025 crime data and an update on the police department.
During the Oakley City Council Meeting, Chief Paul Beard shared the police department is allotted 42 sworn positions and currently have 37 sworn employees – with 1 recruit in the academy.
Key Statistics:
“In most of our key statistics, we say decreases,” said Beard. “We did see increases in rapes and domestic violence. Unfortunately, these were also increases over last years.
Beard also noted the increase in residential burglaries which he said there was a “reason” for that and those cases are currently under investigation—he will update the reason in the future when he is available to do so without compromising investigations.
Beard also noted the 55% increase in DUI’s calling it “not a bad thing” as it means officers simply caught more people driving under the influence.
Ultimate, key statistics dropped by 9% from 676 to 617 between 2024 to 2025.

“We have seen a steady decrease over the past 3 years. In 2025, we did see a 6% increase in total calls for service. I think that can be attributed to you can only fall for so long before you hit the bottom and flatten out and even rise up from time to time,” said Beard.

Other Tidbits:
- Traffic Enforcement: Police wrote a total of 1,641 traffic citations in 2025, which was a 19% reduction when compared to 2024. Some of the reductions were due to a traffic officer being removed and place in another responsibly. Collisions remained nearly flat with 170 in 2025 when compared to the 177 in 2024.
- Firearms: Oakley Police seized 43 separate firearms during criminal investigations netting 42 arrests – this was an increase of 20%.
- Total Arrests: Made 532 arrests in 2025 vs. 462 arrests in 2024 – an increase of 15%.
- 2025 shootings: First shootings occurred since 2023. They had 3 total shootings and have had 3 arrests (Macadamia Lane, Norcross and Trenton Street)
CCW: Program went live in November 2025

Command Staff Changes Lieutenant Kevin Morris and Lieutenant Dallas Collier were promoted. According to Chief Beard, they were able to promote early as Lieutenant Cartwright is retiring after 24-years.
