Oakley Police Chief Update — to be reported Tuesday (April 14, 2026)

On March 24, 2026 I provided my annual department update to the City Council. At the close of the update Councilmember Williams expressed curiosity about the number of rapes that had been reported to the Oakley Police Department in 2025.

Factually speaking the number of rapes that had been reported to us was 13 and those 13 cases represented a 63% increase over 2024.

Councilmember Williams’ specific question was in how many of those 13 cases was the suspect known to the victim. I did not readily know this answer but I had Records Supervisor Fagardo dive into the cases, and it has been determined in 12 cases the suspect was known to the victim. In the one remaining case the victim refused to cooperate with the investigation, so the relationship is unknown.

Although the increase in the number of rapes reported to us is concerning I believe the known relationship factors of these cases speak to the fact that we do not have a rash of stranger rapes occurring in Oakley, which would be even more concerning.

I have also determined, via social media, Councilmember Williams is being responsive to a constituent regarding our DUI stats. The question that came up on social media was how many of our 76 DUI arrests were due to any work we had done under grants. Statistically we ran one DUI checkpoint and 12 DUI saturation patrols in 2025 utilizing an Office of Traffic Safety (OTS) grant we received. The following are the results of those grant operations:

  • DUI checkpoint- 1 arrest
  • DUI saturation patrols: 5 arrests

In short, 6 of the 76 DUI arrests made during 2025 came as the result of the OTS grant.
