Downtown Brentwood Coalition Gets $180k in Funding from City

On Tuesday, the Brentwood City Council agreed to a 2-year, $180k an MOU with the Downtown Brentwood Coalition for the delivery of downtown programming and management services.

According to the city, the MOU is for fiscal years 2026-27 and 2027-28 and not to exceed $180,000.

The scope of services include:

  • Coordinate downtown programs, events, business support, advocacy and promotional activities
  • Support downtown business recruitment, retention, and vacant storefront activation
  • Provide advocacy, permitting coordination, and assistance to downtown businesses.
  • Maintain DBC operations, governance, membership programs, and fundraising efforts
  • Continue renovation and ADA improvement efforts for the former Women’s Club building
  • Submit quarterly & annual reports to the city, including financial reporting, balance sheets, membership data, event summaries, and business activity updates.

According to the presentation, the downtown core has 153 active businesses and brought in approximately $401k in tax revenue in 2025. The association has 104 core members and the DBC has an operating budget of $225k.

The city has had a direct partnership with an MOU since 2021 for services which include administration of downtown services, downtown event promotion, tourism, and coalition membership management – this has helped build an occupancy rate exceeding 90%, increased foot traffic and attraction of new business and attendance at events.

City Manager G. Herald Duffey explained over $40 million in transactions are occurring calling it a thriving area.

DBC Executive Director Kristen Mingus called it an “honor” to work with the city of Brentwood and called the past year “magical” acknowledging she was excited to see what else they could do.

Meanwhile, Lynn Tei, president of the DBC shared with the council they couldn’t operate without the MOU while thanking the council for taking this under consideration.

“We couldn’t run the DBC without this. We couldn’t run the DBC without Kristen and all her great ideas, networking and partnering that she is doing a great job downtown that I just want to say thank you very much,” said Tei.

Vice Mayor Pa’Tanisha Pierson spoke about how she overhead people not from Brentwood talking about Brentwood and how proud she was.

“It is because of the quality of the events that you all throw, the type of businesses that we have downtown so I appreciate everything you do,” said Pierson. “I wholeheartedly was a yes to going from $80k to $90k. I agree to this.”

Mayor Susannah Meyer said she loved going downtown and highlighted the DBC board and how much time they spend supporting business and everything good about downtown.

The council approved the MOU in a 5-0 vote.
