Victory Outreach Richmond Continues Restoring Hope to Hurting People

Since its founding in 1990, Victory Outreach Richmond has remained committed to the mission established by Victory Outreach International — reaching the brokenhearted, restoring families, and bringing the message of hope and the plan of Jesus Christ to hurting people around the world.

Victory Outreach International was founded in 1967 with a calling to reach treasures out of darkness — individuals struggling with addiction, gang involvement, brokenness, and hopelessness. In 1990, Pastors Tony and Janie Valenzuela answered that same calling when they came to the City of Richmond, California, to begin a simple Bible study with a heart for the people.

What began as a small gathering of faith slowly grew into a thriving church impacting lives throughout the community. Through their obedience and dedication to God’s calling, countless men, women, and families have encountered restoration, healing, and transformation through the power of Jesus Christ.

In December of 1993, Pastor Tony and Sister Janie expanded their ministry assignment and went on to establish Victory Outreach Manhattan in New York City, ministering throughout Spanish Harlem and the Bronx. After years of faithful ministry, they were called back to Richmond in 2016 to once again shepherd the church they first pioneered.

Since being reinstalled as Senior Pastors in Richmond, they have established both men’s and women’s recovery homes that have become places of refuge, restoration, and discipleship. Through these homes, numerous families have been restored, lives have been transformed, and many have found freedom from addiction, distress, and cycles of brokenness.

Pastor Tony’s personal testimony reflects the very mission that Victory Outreach was founded upon.

Saved on July 29, 1985, at Victory Outreach San Francisco, Pastor Tony came from a life marked by addiction, gang involvement, and deep family dysfunction. Raised in the Army Street Projects of San Francisco, he grew up in a home devastated by heroin addiction, where survival often meant turning to the streets for identity and belonging.

But through the ministry of Victory Outreach, his life was radically transformed. After graduating from the Victory Outreach Men’s Home in 1986, Pastor Tony answered the call of God upon his life and became a licensed minister in 1990. Since then, he has dedicated his life to helping thousands of others discover hope, healing, and purpose through the Gospel of Jesus Christ.

Today, Victory Outreach Richmond continues to make a powerful impact throughout the community by reaching the hurting, feeding the spiritually hungry, restoring families, and raising up leaders committed to the cause of Christ.

This year marks a special milestone as the church celebrates 10 years of God’s faithfulness since Pastor Tony and Sister Janie returned to Richmond in 2016. It is a celebration not only of ministry longevity, but of transformed lives, restored homes, and a continued commitment to the vision of Victory Outreach.

As the ministry looks toward the future, the mission remains unchanged: to bring hope to the hopeless and proclaim the life-changing message of Jesus Christ.
