On Tuesday, the Oakley City Council is set to vote on a resolution that will award City Manager Josh McMurray a 7% pay increase and a 5% bonus for longevity.
UPDATE — council approved in a 4-1 vote with George Fuller dissenting.
According to the Sixth Amendment to the City Manager’s Employment Agreement, with the 7% increase, his salary will jump to $333,596 annually. With the 5% bonus, McMurray will receive a one-time $15,589 bonus.
“For this Sixth Amendment, to promote Manger’s long-term retention, the City Council has decided to grant Manager a bonus of five percent (5%) of his salary for the fiscal year ending on June 30, 2026. Manager shall be paid the lump sum in the amount of Fifteen Thousand Five-Hundred Eighty-Nine Dollars ($15,589), subject to applicable withholdings, to be paid with the first payroll in July 2026.”
The total fiscal impact, including all salary and benefits, is expected to be $43,400 annually.
McMurray was appointed Oakley City Manager in November 2021 in a unanimous vote. He had been acting as the City’s interim City Manager for several months prior to the appointment and has worked for the City of Oakley since 2008, initially as a planner and then in a variety of advanced roles before becoming the City’s Economic and Community Development Director in 2019.
McMurray holds a Master’s degree in Public Administration from San Diego State University and is a graduate of the Contra Costa Local Government Leadership Academy. He served on the oversight board to the Successor Agency to the Oakley Redevelopment Agency. professional affiliations include membership in the American Planning Association, the International City/County Management Association, and the International Council of Shopping Centers.
