In a video posted online, it shows an Antioch Police Officer striking a woman in the head in Waldie Plaza in the City of Antioch.
In the video, Officer Shipilov and another officer attempting to detain an unhoused woman who was resisting arrest, possibly during a mental health crisis. While she was being held, she apparently bit Shipilov which promoted a forearm strike to the head which caused her to go to the ground before officers placed her in custody.
The incident occurred on July 1, 2026 around 9:45 am after the city, and railroad company had worked to clear the railroad tracks ahead of the Fourth of July Holiday. This pushed dozens of unhoused residents off the railroad tracks area and into Waldie Plaza where the incident occurred. The video was posted on July 6, 2026 and the public had not yet been made aware of the incident.
As of 4:45 pm Tuesday, the Antioch Police Department or City of Antioch has not released a statement, answered any questions, or releaded body worn camera footage of the incident and no context around the incident has been shared publicly—it is also unclear if there is any internal investigation or if the officer is on leave.

It should be noted, Officer Shipilov was one of the four officers who responded to the December 2020 incident involving Angelo Quinto. Quinto later died in the hospital. This prompted the creation of The Angelo Quinto Community Response Team (AQCRT) which is a community-based program created to provide compassionate, non-police responses to individuals in crisis.
