The Walnut Creek Police Department recently hosted a multi-agency operation with the Contra Costa County Internet Crimes Against Children (ICAC) Task Force, targeting adults who used social media to target children for sexual exploitation.
According to police, five adults traveled to Walnut Creek believing they were meeting a child. All now face charges including attempted lewd acts with a minor (PC 664/288(a)), contacting a minor to commit a sex offense (PC 288.3(a)), and arranging to meet a minor for sex (PC 288.4(b)).

- Billie Ray Breland, 29, Antioch
- Rudolf Naused Robl, 42, visiting from Germany
- Jacek Markiewicz, 67, Walnut Creek, also charged with attempted kidnapping

The ICAC Task Force exists to identify predators before a real child is harmed, combining investigations, training, and victim support across our region. Operations like this one are the result of that work.
