PLEASANT HILL, CA – Dr. Quy Tran, a physician, civil engineer, and elected Director of the Pleasant Hill Recreation & Park District officially announced his candidacy for the Pleasant Hill City Council representing District 4.

This historic election marks District 4’s first opportunity, since Pleasant Hill transitioned to district-based elections, to elect a representative who lives within the district itself.

Dr. Tran brings more than a decade of hands-on civic service in Pleasant Hill, including serving as Chair of the Recreation & Park District and Chair of the Pleasant Hill Commission on Aging. A Vietnam War Refugee, Dr. Tran has dedicated his professional and public life to community service, combining healthcare compassion with engineering problem-solving to address local municipal challenges.

Dr. Tran’s campaign focuses on a comprehensive 5-Point Plan for Pleasant Hill:

  • Preserve Neighborhoods: Protect the small-town character. Pleasant Hill can grow without losing what makes it worth living in. Higher density belongs along transit corridors and underutilized commercial parcels, not pushed into the interior of established neighborhoods.
  • Protect Greenspaces: Defend Paso Nogal Park & District 4 open space. As a physician with a civil engineering degree, Dr. Tran understands the intersection of community, environment, and health. As Director and former Chair of the Pleasant Hill Recreation and Park District Board, he has protected these assets.
  • Community Safety: Pleasant Hill needs urgent action on traffic calming, wildfire preparedness, and public safety reform. As a physician, Dr. Tran sees safety differently, not just as the absence of crime but as the presence of conditions that keep people healthy, supported, and connected.
  • Support Local Business: A healthy local economy starts with an active approach to attract and retain businesses, reduce vacancies, and protect what residents depend on while making public spaces more welcoming for every resident.
  • Transparent & Accountable Leadership: City Hall needs to be accountable to residents, not outside influences. Residents deserve to see where their tax dollars go, how their councilmember voted, and why the person who becomes mayor was chosen.

The campaign is dedicated to clean, independent, and community-focused leadership. To maintain complete accountability to constituents, Dr. Tran has made a strict campaign pledge: No PAC money, No political parties, No endorsement deals, and No outside influence.

“From arriving in this country as a Vietnam War refugee to building a career as a physician and civil engineer, I’ve seen firsthand how hard work, compassion, and engaged leadership can make a real difference,” said Dr. Quy Tran.

“Pleasant Hill deserves preserved neighborhoods, protected greenspaces, safer streets, thriving local businesses, and a City Hall that truly answers to the people. I am running to give District 4 an independent voice, one focused strictly on listening to residents and delivering real results without political favors or special interest influence.”
