RICHMOND, Calif. — On August 23, 2026, at approximately 8:30 p.m., Richmond Police Department officers responded to a fatal hit-and-run collision at the intersection of 23rd Street and Hellings Avenue.
The victim, 81-year-old Rafael Delgado, was crossing 23rd Street in a marked crosswalk when he was struck by a vehicle traveling northbound on 23rd Street. The vehicle continued traveling until Mr. Delgado was thrown from its hood. The driver then fled the scene without stopping. Mr. Delgado sustained fatal injuries.
Traffic investigators obtained video footage that captured the collision. Using video-surveillance systems and automated license plate reader technology, investigators identified a license plate associated with the suspect vehicle.
On August 25, 2026, investigators located the vehicle suspected of being involved in the hit-and-run abandoned in Richmond. Investigators seized the vehicle as evidence.
Through continued investigation, detectives identified the vehicle’s current owner as 66-year-old Richmond resident Don Mack.
On August 30, 2026, at approximately 6:00 p.m., detectives located and arrested Mack in the 400 block of 4th Street in Richmond. Mack was booked on suspicion of felony hit-and-run, vehicular manslaughter, and driving with a suspended license.
Automated license plate readers and video-surveillance technology provided investigators with critical leads that helped them identify the suspect vehicle, recover evidence, and make an arrest. The case also reflects the careful and persistent work of the traffic investigators and detectives who reviewed evidence and followed each lead.
