On Tuesday, a tie was broken for the Richmond City Council District 2 race between Andrew Butt and Cesar Zepeda which resulted in Zepeda winning a game of chance.
Both Butt and Zepeda each received 1,921 votes and based on RESOLUTION NO. 79-22, they will be forced to break the tie by placing each candidates name in a sealed unmarked envelop and the tie vote shall be broken by a lot.
They then repeated the process, when Butt asked for a bigger bag or suggested they throw it across the room as the bag was too small. The clerk stuck with the bag. The clerk then pulled the envelope again.”
“The winner is Cesar Zepeda,” declared the city clerk.
The ceremony ended.
