Brentwood Planning Commission to Talk Deer Ridge Club House, Seek Pay Raise

At the June 6 Brentwood Planning Commission meeting, the commissioners will discuss several future agenda items which include the Deer Ridge Club House and possible pay raises.

This come as at the May 2 Planning Commission meeting, Commissioner Rod Flohr made the request for the future agenda item stating he received an email from a “concerned citizen” regarding the Conditional Use Permit (CUP) that is currently on the Deer Ridge Club House and asked they bring it up for review.

“I think she brings up some very good points up and I would like to bring the CUP for Deer Ridge forward for review and see the documents we still don’t have,” stated Flohr who added he would put in a records request so the planning commission could have them ahead of time. “I want to have all that material in front of us so we can discuss the concerns with the CUP and whether or not its sufficient for the activities that are currently occurring at the restaurant site.”

According to the staff report,  the Conditional Use Permit No. 0004 was approved by the Planning Commission on August 29, 2000, via Resolution No. 0057. It authorized, among other things, development of a 9,000 square foot clubhouse located at 801 Foothill Drive, south of Balfour Road in the Deer Ridge community.

This request comes as in April,  Sean McCauley confirmed he  closed on his purchase of the Deer Ridge Country Club located on Foothill Drive in the City of Brentwood and was beginning to upgrade the property into a working restaurant and possibly a bar. He has since posted several videos on social media showcasing the progress being made within the current Conditional Use Permit.

Vice Chair David Sparling agreed with Flohr stating he wanted to see this brought back at their next meeting because it was gaining concern.

“There is enough smoke about this topic, I would like clarification on planning commission recusal on who can actually participate in this discussion,” said Sparling noting both he and Flohr live in the Deer Ridge neighborhood. “That way we do the review correctly.”

Flohr stated he was pretty sure he would not have to recuse himself but rather his concern was with the owner (Sean McCauley) believing he has a green light.

“My concern is that there is a owner out there who for whatever reason believes he has been given a green light to do whatever he wants on that site,” said Flohr. “My concern is timeliness and whether that person is correct in stating someone at the city stated he could just go ahead and do whatever he wants and if so I would like to know whoever that is. My concern is that if we let the thing go forward to much farther the CUP may or may not be valid, we are putting the owner in legal jeopardy to have to tear things down because he believes that he has the right to put them up because we are not sure he does yet”

Flohr stated they owe it to the community to move this quickly due to the time element and the owner to get it resolved quickly.

Chairperson Anita Roberts said City Manager Tim Ogden was aware of this and sense there was urgency to bring this back to either the planning commission or the city council.

Planning Commissioner Seeks Pay Raise

Future agenda item request from Chairperson Roberts for discussion as to whether to request that the City Council increase Planning Commissioner stipends from $100 per meeting to $200 per meeting, with possible direction to staff.

On February 13, 2001, the City Council adopted Resolution No. 2227, establishing compensation of $200 per month for Planning Commissioners.

On January 25, 2022, the City Council adopted Ordinance No. 1032, repealing Brentwood Municipal Code Chapter 2.20 (Planning Commission); adding a new Chapter 2.44 (Planning Commission); and repealing resolutions and policies pertaining to the Planning Commission.

On May 25, 2023, Chairperson Roberts sent an e-mail to staff requesting a future agenda item regarding whether to request that the City Council increase Planning Commissioner stipends from $100 per meeting to $200 per meeting, with possible direction to staff.

Background

Chapter 2.44 of the Brentwood Municipal Code pertains to the Planning Commission, including compensation. Section 2.44.030 reads as follows:

“Each commission member is entitled to receive compensation as established by city council resolution. In addition, the city may reimburse a commissioner for actual and necessary expenses incurred in connection with the performance of his or her duties, while traveling or engaged on business authorized by the director of community development.”

Currently, as established by City Council resolution, the Planning Commission receives a stipend of $200 per month.

On May 25, 2023, Chairperson Roberts sent an e-mail to staff requesting a future agenda item regarding whether to request that the City Council increase Planning Commissioner stipends from $100 per meeting to $200 per meeting (note – the current stipend structure is per month, not per meeting). This request is being brought to the Planning Commission for a vote on whether a majority of the Commission desires to spend staff time and resources on exploring this request.

Rod Flohr has no business being on the Brentwood Planning Commission. His treatement of Tony Oerlemans was enough to get him removed. Its a shame the Brentwood City Council is sitting on its hands.

Rod Flohr is a cancer to Brentwood. This is just another stooge aka tool that Jovita Mendoza and Susannah Meyer use to fight their battles. Sean McCauley does more for this city than anyone could've ever ask for. Sean and his projects are what Brentwood should be supporting not trying to teardown.

And people are surprised by Flohr’s abhorrent behavior and comments in meetings, why? He’s not for a Better Brentwood or better anything. He’s for himself and a few small few. He’s buds with two Councilmembers; one who continues to push her own agenda. What a sad state we’re in that we aren’t welcoming a nice clubhouse restaurant, but content letting the space sit vacant.

Clearly you've no idea about refurbishing historic buildings. Building techniques, materials, and design preferences all naturally change. A historic building frequently uses different structural and finishing materials than those utilized today, making it sometimes a challenge to find proper replacement materials. Also review of plans, etc. surrounding historic buildings is lengthy.

One sided? Its a transcript of the request plus information from the planning commission agenda. I also included my interview when McCauley announced the project he planned to do. If its one sided, its likely because you want a different outcome.

I said “one SIDE of the story” Not one sided. Im asking you to prove that mcauley is justified in the length of time it’s taking him to complete the Delta theater . Hes doing all these other big projects while that one has no progress. Sources at the city say its mcauley.
