On Wednesday, it was learned that acting Antioch City Manager Forrest Ebbs put in his notice and will be leaving the city of Antioch.
According to multiple sources, an email went out stating he accepted a job with another municipality and his last day will be June 23 and with pre-scheduled vacation, his last official day with the city of Antioch will be July 14. It was not shared what municipality he would be leaving to. He encouraged the council to appoint an acting city manager prior to him leaving.
With Ebbs leaving, Antioch now has 90 open vacancies within the City of Antioch.
UPDATE
Ebbs confirmed the news stating he was giving 30-days notice and his last day would be July 14. He will be heading to the City of Modesto.
Under this city council, once they name a new acting city manager/or hire someone, it will be the fifth in less than 2-years.

Overview:
After placing City Manager Con Johnson on administrative leave in a 3-0 vote (Barbanica, Ogorchock, Wilson) in March, it was announced that Human Resources Director Ana Cortez was Acting City Manager. Later in the council meeting, Torres-Walker called for a nation wide search to replace Johnson.
However, several days later, Antioch announced a special meeting to have a “redo” over the placement of Johnson on administrative leave and who would fill the position on an interim basis. City Attorney Thomas Smith also announced that Forrest Ebbs, Community Development Director, would be acting city manager.

One can certainly understand Ebbs – hell, anyone! – choosing to leave this sinking ship. Did the council take any action regarding Mr. Johnson’s status?

Nobody wants to go down with a sinking ship. The top leadership needs to go but I doubt the one who needs to go most will do anything but dig in his heels.
