Planning Commission to Look at Brentwood Golf Club Storage and Maintenance Yard

Although it is National Night Out, the Brentwood Planning Commission will host a meeting where it will look at a design review amendment for the Brentwood Golf Club.

According to the item, the Brentwood Golf Club is looking to place a 26,460 square foot paved and fenced outdoor equipment storage and maintenance yard, a relocation of an existing above-ground gasoline fueling tank, a new putting green, and construction of bio-retention basins associated with the Brentwood Golf Club located at 100 Summer Set Drive.

Brentwood City Staff is recommending the commission adopt the resolution approving the design review amendment.

The proposed project consists of a request to modify the previous design review approval that allowed for the construction of a 4,000 square foot golf cart/maintenance building and associated improvements. The applicant is currently requesting to eliminate construction of the building and proceed only with a fenced maintenance and storage yard within the previously approved project footprint.

Background:

In August 2021, the Brentwood Golf Club received approval to construct a new 4,000 square foot cart barn/maintenance building, exterior golf cart parking, a new putting green, construction of bio-retention basins, and relocation of an existing above- ground gasoline fueling tank. In September 2022, the golf course received approval of a one-year time extension of the project due to financial issues and associated COVID-related impacts.

In March 2023, prior to the expiration of the time extension, the applicant submitted a subsequent request to eliminate the construction of the maintenance building. This current request proposes to build all other aspects of the previously approved project, with the exception of the construction of the maintenance building itself due to cost constraints. Instead, the applicant proposes to store all items listed in written description (Attachment 4) behind an 8-foot high chain link fence with green slats per the original approval.

The applicant proposes to construct all previously approved improvements such as paved fire access, relocation of the above ground fuel storage tank, new putting green, fence enclosure, and bio-retention basins. The approximately 90-foot by 294-foot footprint of the previously approved fence enclosure is not proposed to be modified, nor is the square footage of the previously approved paved area.

Landscaping:

The current proposal does not include the addition of landscaping however, the existing landscaping along Balfour Road is densely vegetated (as pictured in Figure 5 below) further providing a large amount of screening for the existing golf course and specifically the proposed maintenance and storage area. Additionally, staff has added a condition of approval that requires landscaping plans to be submitted to staff for new landscaping to be installed along the Balfour Road and Summerset Drive sides of the fence enclosure to provide enhanced screening from the public right of way.

ANALYSIS

The golf course has faced many financial challenges over the past few years. While the proposal does not include construction of a maintenance building, the project does propose to construct a black chain link fence with green 95% privacy slats, as was previously approved for security measures around the maintenance building. All storage and maintenance activities will be contained within this enclosure, and the project has been conditioned such that the equipment and materials stored within cannot exceed the height of the proposed 8-foot tall fence.
