Downtown Brentwood Coalition Gets Use Permit for Former Women’s Club Building

On Tuesday, the Downtown Brentwood Coalition is a step closer to turn the former Woman’s Club Building into an office, including a tourism and community information hub.

The Brentwood Planning Commission voted 3-0 vote in support the conditional use permit for professional office space at 648 Second Street which is within the Downtown Specific Plan. The City Council will still have to approve any lease for the building with the Downtown Brentwood Coalition.

PROJECT DESCRIPTION

The City of Brentwood, as applicant and owner, is requesting approval of a Conditional Use Permit (CUP 23-007) to operate a professional/administrative office use within an existing 800-square-foot building. City staff has prepared for Council consideration a lease agreement with the Downtown Business Coalition (DBC) for use of the property as its administrative headquarters. Although the prospective future tenant is the DBC, the requested Conditional Use Permit would not be tenant specific, and would be based instead on the proposed operational characteristics.

Hours of operation are proposed to be from Monday through Friday between 8:00 a.m. to 6:00 p.m., with a staff occupancy ranging from one to three individuals at any given time. Daily operations would include general office and administrative work with incidental board, membership, and stakeholder meetings ranging in size from 5 to 10 individuals.

The facility would be designated as a private office and not be intended as a public or civic building open to the public.

Planning Commissioner Dirk Ziegler recused himself from the item due to possible conflict of interest. Commissioner Kristopher Brand was absent.

Downtown Brentwood

Background:

The 800 square foot building and 7,500 square foot property, located at 647 2nd Street, has been county owned from 1931 to 2001 with the city of Brentwood purchasing it in 2001. It has served many uses over the years which include:

  • 1922-1979 – First Brentwood Library
  • 1931-2009 – Women’s Club

Since taking over the property, the city has subleased the building for various civic groups, but it has not been rented out since the beginning of 2021 due to the cost of capital upgrades and tenant improvement needs estimated at $180k.

  • Commercial Appraisal valuation: $400,000
  • City estimated renovation cost for $180,000 for public/city use (2021)
  • Staff has determined there is no need to retain the property to provide city provided services
  • City Council may elect to designate the property as surplus
