Resources for Community Development (RCD) announced that construction started this fall on its new affordable housing development in Concord, Rick Judd Commons at 1315 Galindo St.
Rick Judd Commons at 1315 Galindo Street will provide 62 new affordable apartments for small families and individuals in an amenity and transit rich location. Located in close proximity to the BART Concord Station, this development will provide residents access to a variety of regional and local amenities including Downtown and Todos Santos Plaza.
“It’s particularly meaningful for me because back in May 2019 when I was serving a mayor, we allocated 7.2 million dollars in our limited affordable housing funds towards this project,” said Councilmember Carlyn Obringer, “This is a deeply needed project needed in our community, it’s going to provide 12 units of housing for formerly homeless individuals with wraparound support and the rest of the 62 units will go towards seniors, people with disability, small families. This is true example of what a great partnership between the city, RCD, the county, state even private partners like Wells Fargo can do together to help provide affordable housing for our community. I’m thrilled to be here today and want to thank everyone involved.”
Rick Judd Commons will be a five-story building with one-, two- and three-bedroom apartments. Amenities include a large, outdoor terrace, multipurpose community room with full kitchen, indoor bicycle storage area, on-site property management, and supportive services programming.
The new affordable housing community is named after Rick Judd, a long-standing member of RCD’s Board of Directors from 2004 until his passing in 2021. We are honored to dedicate this new building to a community and cause that Rick Judd cared about deeply.
“Rick was an RCD board member for close to 20 years,” said RCD’s Executive Director Dan Sawislak. “He was passionate and dedicated to RCD’s work and to that of many other civic and nonprofit organizations in the Bay Area. He cared deeply about Concord’s Monument neighborhood we’re pleased to be able to honor Rick and his great legacy in this small way.”

Developer Breaks Ground at Affordable Housing Site
To commemorate the groundbreaking of the Rick Judd Commons Development, previously known as the Galindo Terrace, members of City Council gathered with partners and sponsors from Resources for Community Development (RCD), Contra Costa County, State Department of Housing and Community Development (HCD), and Wells Fargo at the Concord site on Dec. 16, 2022.
This development is a new, 62-unit, affordable housing project for RCD and will be in close proximity to BART and downtown Todos Santos. It will feature one-, two-, and three-bedroom units for individuals and families earning between 30-60% of the area median income, as well as formerly homeless, Veterans, seniors and households with people living with disabilities. The complex will contain amenities and green features such as a community space, on-site laundry, and energy saving elements.
In 2019, the City invested $7.8 million in Affordable Housing Funds into this project and later received funding from Contra Costa County and HCD programs. This project is one example of the Council and City’s efforts to create affordable housing and make Concord an accessible and inclusive community.

Hi, How do I get on list? One would be for my Son ad his wife and 1 child. The other on is for my Sister that is in a Assisted living, In Sacramento! Our Family all live in concord! Please let me know, What the Next step is!
