Contra Costa County Sheriff Getting Body Cameras

With Measure X Funding in place, the Contra Costa County Board of Supervisors have agreed to bring body cameras and dash cameras to the Contra Costa County Sheriffs Office.

At the Nov. 28 Board Meeting, within the consent calendar, the Board of Supervisors approved in a 5-0 vote the 10-year contract at $12,503,168 in funds–an annual cost of $1.2 million.  The sheriffs office said by entering in a 10-year agreement, it would save them $5 million.

According to the vote, the board approved just $1.3 million in Measure X funding through June 30, 2024 and it will be up to the Office of the Sheriff to identify other funding sources for the remaining amount.

“For over five years, I have been asking the Contra Costa County Board of Supervisors for funding to equip all of my deputy sheriffs with body-worn cameras. The Board finally provided funding recently through Measure X, the county’s half cent sales tax measure. I am proud to say we expect the Sheriff’s Office body-worn camera program will be fully implemented in the coming months. In addition, our vehicles will be outfitted with in-car video cameras. Our goals are greater transparency, increasing the public’s safety, and increasing officer safety. Cameras help with all of those important goals.” — Contra Costa Sheriff David Livingston.

Per the staff report, Axon has been providing body-worn cameras for 10 years, evidence management software for 13 years, and in-car camera systems for 6 years, having done so for law enforcement agencies across the United States and in numerous other countries. Axon was selected as the vendor which would provide the Office of the Sheriff with the greatest value after a request for proposal (RFP) process in which several vendors submitted bids were evaluated. This contract will allow the Office of the Sheriff to increase transparency, accountability, and thoroughly investigate citizen complaints, while also collecting video evidence that can be used in future prosecutions.

Under the terms of the agreement, Axon’s liability is limited to the amount paid by County in the twelve months preceding the claim, except with respect to a breach of County data, which is limited to $5,000,000. County may only terminate the agreement for an uncured breach by Axon or the board of supervisors’ failure to appropriate funds for amounts due under the agreement.

At the November 8 Board of Supervisor meeting, the county provided an overview of Measure X updates and revenue received. The board voted to accept the report.

On November 16, 2021, the Board adopted recommendations regarding Measure X, a reserve of $20 million, one-time allocations of $53,030,200 and on-going appropriations of $71,481,000. The initial on-going funding cycle is April 1, 2022 through June 30, 2023. The Board of Supervisors subsequently allocated $75 million in hospital capital projects on December 14, 2021. This brought the total one-time
allocation up to $128,030,200. The programs included in the adopted allocations identified below are categorized by the five goals of the Measure X Community Advisory Board.

  • Goal #1: Mental Well-Being: We strive to be a community that supports the mental and behavioral health and well-being of all residents through prevention, crisis response services, intersectional supports, and innovative cross-sector approaches.
  • Goal #2: Equity in Action: We strive to be a community that prioritizes equity and removes structural barriers that cause inequities and poverty, so that all residents can thrive.
  • Goal #3: Healthy Communities: We strive to be a community in which all residents have access to affordable, timely, culturally responsive healthcare; adequate housing; high-quality childcare; and nutritious food, all of which have become more urgent as we address the ravages of the pandemic.
  • Goal #4: Intergenerational Thriving: We strive to be a community that intentionally strengthens and provides support for all residents and for family members of all generations, including children, youth, and older adults.
  • Goal #5: Welcoming & Safe Community: We strive to be a community where all residents feel safe and welcome and receive emergency help when they need it.

On February 22, 2022, the Board considered the recommendations in the table below for funding allocations totaling $15,567,000 projected to remain available for allocation. Of the amount, $8.833 million was one-time and $6.734 million was on-going.

Antioch Police Approve Body Cameras with Axon.

Note – In March of 2021, the Antioch City Council approved body cameras for the Antioch Police Department. They also chose Axon Enterprises for body worn/in car camera, The cost is approximately $2.8 million added to the budget over five years. – see story
